360 Rail Services is a design-build leader in railroad infrastructure, delivering projects across the U.S. and Canada. Our expertise spans engineering, construction, and maintenance for commercial, industrial, and rail-based projects. We are seeking a Preconstruction Manager (Level 1) or Assistant Project Manager to support a Senior Project Manager in overseeing the preconstruction and design/build phases of light commercial and light industrial projects from concept through completion.

This role requires a strong background in design/build, including civil site work, metal building construction, and office buildouts. Experience with railroad design/construction oversight is a plus but not required. The ideal candidate is a detail-oriented leader with expertise in all areas of preconstruction, including, but not limited to, estimating, budgeting, scheduling, procurement, contract management, and project execution.

Initial construction projects will be new railroad transload facilities which include civil, rough utilities, railroad, pre-engineered metal buildings, office buildout, MEP and site improvement construction ready for the installation of unloading and loading systems & equipment, on undeveloped lots from 5-50 acres, located within a 50-mile radius of Denver, CO.

Key Responsibilities

Preconstruction & Design Management
  • Assist in coordinating and managing commercial construction design/build efforts, ensuring integration between engineering and onsite civil and vertical construction design and construction. .
  • Oversee the work of architects, engineers, and consultants from concept development through final design.
  • Support the entitlement process, ensuring compliance with municipal, state, and federal regulations.
  • Develop project budgets, cost estimates, value engineering strategies, and subcontractor bid analysis.

Project Coordination & Execution
  • Assist in managing all aspects of light commercial and light industrial projects, including scope, scheduling, budgeting, and quality control.
  • Conduct site visits to monitor progress and ensure adherence to schedules, safety standards, and specifications.
  • Collaborate with clients, engineers, subcontractors, and field personnel to resolve construction challenges.
  • Support the procurement of materials and equipment, ensuring timely deliveries to maintain project schedules.

Budgeting & Contract Administration
  • Assist in developing and tracking project budgets, ensuring financial accuracy.
  • Oversee contract administration, including negotiation, execution, and compliance monitoring.
  • Manage subcontractor RFPs, bid leveling, and scope development for bid packages and contracts.
  • Assist in change order analysis and cost control in collaboration with the Senior Project Manager.

Software & Documentation Management
  • Utilize Procore, Teams and Microsoft Project for project management, scheduling, virtual meetings, documentation and preconstruction management.
  • Use Microsoft Office Suite (Excel, Word, Teams) for communication, reporting, and team coordination.
  • Experience with Sage, HubSpot, PandaDoc, Firefly, and other construction accounting/document management software is a plus.

Construction Oversight & Site Management
  • Assist in overseeing civil, railroad, utilities, pre-engineered metal buildings (PEMB), and interior buildout construction.
  • Ensure strict safety compliance and adherence to OSHA and industry regulations throughout the project lifecycle.
  • Participate in construction meetings, providing technical guidance as needed.

Qualifications & Experience

Required:
  • 5+ years of experience in commercial/industrial and vertical construction.
  • Strong background in preconstruction, budgeting, estimating, and design/build project management.
  • Proficiency in Procore, Microsoft Office Suite, and Microsoft Project.
  • Excellent leadership, communication, and organizational skills.
  • Ability to manage multiple projects simultaneously while maintaining attention to detail.

Preferred:
  • Bachelor's degree in Construction Management, Engineering, or a related field (preferred but not required).
  • Experience working with municipal planning, engineering, and building/safety departments for approvals and permits.
  • Knowledge of construction accounting and management software (Procore, Sage, CRM, etc.).
  • Experience in railroad design and construction oversight is a plus.
  • Over 2 years of experience using Procore and MS Project.
