JOB SUMMARY:

BB&E is seeking a (Full-Time REMOTE) Preventive Maintenance, Operations Maintenance (SME) Support to assist AFCEC/CO at Tyndall AFB, FL.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
  • Provide program management support to the Operations Maintenance SME in relation to Preventive Maintenance (PM) program management.
  • Program management support shall include supporting PM program reviews, conducting PM program data analysis, supporting PM action plan development, assisting with PM standardized business processes development, documentation of PM best practices and lessons learned, sustainment of web based and published content, and development of program supporting publications, correspondence, web-based content, and briefing materials.
  • Provide program management support towards PM program reviews and program data analysis that evaluates the PM program's alignment with established policy, standardized business process development, and support to the installation's mission.
  • Support base level teams as an expert on PM program management and employment through program reviews and analysis and provide the installation level organizations with action plans that aim to optimize the installation's PM program, facilitate program development, and execution within NexGen IT through the use of standardized business processes.
  • Review, update, and publish standardized business processes support materials that facilitate proper business line workflows, support processing of requirements, capture and account for best practices and lessons learned, and help expedite resolution of issues.
  • Advise and assist the Operations Maintenance SME and base organizations on PM program management.
  • Support shall be accomplished virtually and through on-site visits.
  • Perform on-site visits and accompany teams during site visits to analyze PM programs and deliver program management support for PM program development in NexGen IT.
  • Review, develop, update, and maintain program supporting publications, correspondence, web-based content, and briefing materials.
  • Materials reviewed and prepared are to facilitate program improvement, propose action plans, provide summary of findings and recommendations, provide program status, make available supporting reports, present lessons learned and best practices, and present standardized business processes for PM program management.
  • Assist in maintaining and organizing published program supporting materials to ensure they remain accessible, current, and relevant.
  • Estimated tasks include: 20-25 formal program reviews annually; 150-175 program supporting material updates and reviews annually; 15-20 annual site visits.
  • Complete and provide formal program review reports that includes the number of participants engaged during the program review, participant's names, organization, duty position, observations (e.g., suggested local process improvements, best practices, deviations from standard business processes), recommendations (e.g., how to mitigate observations), and program analysis.
  • Program review reports shall be due to the COR within five (5) calendar days of the engagement's conclusion.
  • If the program review report due date falls on a Saturday, Sunday, or Federal holiday, the Government expects receipt of deliverable by the next business day.
  • Estimated 25-50 engagement reports annually. (CDRL A002)

EDUCATION REQUIREMENTS:

  • Bachelor of Science (B.S.) or higher degree in Logistics, Business, Management, or Engineering or 15+ years of Department of the Air Force (DAF) Civil Engineer (CE) Operations Flight experience managing Preventive Maintenance (PM) programs.


JOB QUALIFICATIONS AND SKILLS REQUIREMENTS:
  • Must possess a minimum of fifteen (15) years of related experience.
  • Providing technical support and/or solutions successfully integrating CE PM capabilities to support base level CE Operations Flight daily PM activities.
  • Using effective oral and written communicative skills. Position will require coordinating with MAJCOM and base level personnel to include identifying, documenting, and reporting lessons learned during all phases of implementation of program.
  • Experience in preparing and delivering briefings.
  • Use of MS Office computer software including Word, PowerPoint, and advanced use of Excel.
  • Group/individual site visit logistics including, but not limited to, lodging, travel, trip coordination, agendas, meeting spaces, base access, site coordination, funding, and equipment.
  • Ability to identify, document, and analyze emergent problems with the DAF CE NexGen IT System and provide recommended courses of action. Develop and coordinate procedures and/or guidance for DAF CE enterprise matters.
  • Ability analysis data to decern root causes related to PM program challenges and the skill to provide end users direction to resolve their challenges.
  • Ability to formulate informational and actionable data visualization presentations from small to large data sets that provide end users with clear PM program understanding.
  • Knowledge of NexGen IT PM systems and capabilities. Ability to relate legacy system processes to current NexGen IT system processes.
  • Knowledge of Enterprise Sustainment Management Systems, GeoBase, Air Permitting Information Management System (APIMS) and its respective modules, and how they pertain to establishment and management of PM programs.
  • Have in-depth background of DAF CE transformation, Program Action Directive (PAD) 12-03, Asset Management Principles, and CE related AFIs, AFMANs, UFCs, and Technical Orders.
  • US Citizenship required and active Secret Security Clearance required.

PHYSICAL REQUIREMENTS:
  • Must be able to remain in a stationary position at least 60% of the time.
  • Operate office equipment, including computer, copy machine, phone, etc.
  • Light lifting, under 10 lbs.
  • Ability to be on-site.
