Department Overview
The IT Investment Management Department provides planning, product, business, and operations management analysis and support in the following areas: planning, research support, data analysis and reporting, resource management, process governance, budgetary requirements and spend, in support of business decision making, strategy, and operations. Provides input, support, and analysis to general IT business processes, assists in the development of a prioritized budget for the IT organization and works with other financial or data personnel to ensure accurate and timely operations, budget, and/or project management. May also be involved in business process improvement, quality control, special projects, and other initiatives.
Position Summary
The Principal IT Regulatory Analyst recommends, develops, and implements IT regulatory strategy and rate case deliverables, and drives supporting processes and tools. This position supports all CPUC and FERC rate cases and proceedings (GRC, TO, RAMP), the IT component of separately filed rate cases (e.g. WGSC), and compliance with all regulatory directives and stakeholder engagement. They do this in partnership with the Chief IT case manager, Director of IT Planning, IT planning leads, IT financial team, IT department leadership, and their subordinates, company regulatory resources, Business Finance and external subject matter experts.
The individual in this position will have daily interaction with individuals at all leadership levels across a variety of functional areas within IT and other Functional Areas (FAs) through direct engagement as well as through participation in various leadership team and committee meetings.
This position is hybrid, working from your remote office and the Oakland General Office (OGO) based on business needs.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed between the entry point and the middle of the range, the decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E's discretionary incentive compensation programs.
A reasonable salary range is:
Bay Area Minimum: $140,000
Bay Area Maximum:$238,000

Job Responsibilities:
Regulatory Strategy, Planning and Testimony Preparation: 90%
- Oversees and coordinates state and federal rate cases and regulatory proceedings (GRC, TO, RAMP, and others) planning, and testimony development for IT
- Defines and implements ongoing processes to support integrated regulatory planning
- Works with Senior IT leadership to develop rate case strategy
- Works closely with IT witness teams to develop rate case testimony and workpapers
- Works with IT line organizations to establish roles and responsibilities, process, content, deliverables and timeframes around rate case planning
- Works with IT witness teams and FA partners to determine IT rate case content, timing and deliverables to meet all obligations and deadlines
- Researches and studies utility industry practices and/or benchmarks with industry peers to better support case and company position
- Develops processes and tools to ensure IT regulatory plan is aligned with organizational goals and vision and IT roadmaps are aligned to regulatory requirements
- Coordinates and manages all required IT regulatory filings
- Works with IT leadership and IT finance to build processes and controls that identify, track, monitor and implement all compliance items for rate case decisions
- Defines and helps develop a repository for all source material used in the development of rate cases and other regulatory proceedings
- Prepares materials and may present at external regulatory workshops, conferences or meetings
- Works with IT witness team and FA partners to identify continuous improvement opportunities

- Manages and coordinates the activities of the Senior IT Regulatory Analyst to support annual planning effort
Qualifications
Minimum:
- BA/BS in Computer Science, Business, or equivalent experience
- Requires minimum of 8 years of general business experience
Desired:
- Seven or more years related budget, financial and program systems and processes experience desirable
- Certified Business Analysis Professional (CBAP)
- Six Sigma or ITIL certifications

- Excellent knowledge of the regulatory ratemaking process and the research materials, rate cases and tools required to effectively advise IT leadership on strategic regulatory alternatives
