Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities

Support the Mission Support and Technical Services, LLC (MSTS) Classification Office in the administration and operation of the classified and controlled unclassified information program. Report to and directly support the MSTS Classification Officer (CO).

Key Responsibilities
  • Under delegated authority from the MSTS Classification Supervisor, and in accordance with applicable classification guidance, perform classification, Unclassified Controlled Nuclear Information (UCNI) and public release reviews of:
    • reports, papers, presentations, posters, abstracts, patent applications, training materials, videos, photographs, shipping requests, excess material auctions, press releases, speeches, etc.
  • Interface and provide technical support to Derivative Classifiers/Reviewing Officials (DC/RO) and Email Derivative Classifiers (EDC).
  • Review and provide comments on Department of Energy classification guidance.
  • Evaluate Classification Challenges and assist the Classification Officer in resolution.
  • Develop and maintain current company directives for the classification program.
  • Develop content for current classification SharePoint site.
  • Develop classification, UCNI and Controlled Unclassified Information (CUI) based articles for Insite.
  • Develop DC/RO and CUI training modules to include workshops for DC/ROs and the workforce.
  • Participate as a classroom instructor in the initial DC/RO Training.
  • Lead classification and UCNI assessments and surveillances for the NNSS and its Satellite Office locations.
  • Serve as an eDCRO Administrator.
  • Conduct mandatory periodic reviews of local guidance, bulletins, and advisories.
  • Fill the Classification Office Point of Contract position on a rotating roster.
  • Fill the Classification Advisor position on the Emergency Response Cadre on a rotating roster.
  • Perform all work with limited supervision and latitude in scheduling work priorities.
  • Perform related work as assigned by the Classification Supervisor.


Qualifications

  • Bachelor's degree in field related to the position or equivalent training and experience plus a minimum of 8 years of progressive related experience.
  • Appointed as a current DC/RO is preferred but not required.
  • Knowledge of general physical science and engineering concepts.
  • Knowledge of DOE and NNSA policies, procedures, and regulations for security, safeguards, information classification, classified material protection, and classified material marking.
  • Must be proficient in Microsoft Office products (Word, Excel, PowerPoint, Access).
  • Must possess excellent oral and writing communication skills.
  • Must be capable of successfully completing the local DC/RO Training and DOE General Course for Classification Officers/Analysts.
  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
  • Work schedule for this position will be Monday-Thursday (7:00 a.m. - 5:30 p.m.), some alternate work arrangement (AWA) days may be authorized.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, "Personnel Security". If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, "Counterintelligence Evaluation Program."

Annual salary range for this position is: $99,790.57 - $152,180.63.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
