Primary function
The Procurement Advisor is responsible for coordinating all procurement activities including preparing procurement documents (RFP/RFS/RFQ etc.) and creating Purchase Orders for the procurement of goods and services. In addition, this position assists with the administration of ongoing contracts and coordination among other departments.
Reports to: Manager, Strategic Sourcing and Financial Management Policy
Key accountabilities
Reviews specifications and prepare appropriate procurement documents in conjunction with Requisitioning Business Units -RBU.
Coordinates competitive procurement processes to ensure compliance with LAO policies and Ontario Public Service regulations
Stays up-to-date with the Ontario government's volume procurement agreements and provides relevant verified materials to other stakeholders across LAO
Helps prepare contract language based on precedent, practice and need
Participates in contract negotiation activities
Prepares purchase orders as required and helps resolve issues with suppliers to expedite orders
Maintains files/records in accordance with audit requirements
Interacts with Departments to ensure that products and services received from suppliers conform to quality control requirements and oversees the Vendor Performance Management function by LAO RBUs.
Prepares purchasing and other government reports and recommendations for procedural improvements
Provides assistance and expert advice to RBUs regarding all procurement matters
Provides input on procurement to multifunctional teams
Performs any other duties which may be assigned from time to time
Required skills & experience
Post-secondary studies in materials/operations management and or equivalent combination of education, training and experience, along with PMAC, APICS or SCMP courses or accreditation. A Bachelor's degree is an asset.
Experience and ability to interpret policy rules, guidelines and their application
Knowledge of computerized financial and purchasing systems and/or an Enterprise Resource Planning- ERP/Materials Resource Planning-MRP system (e.g. PeopleSoft)
Experience in implementation/upgrade of purchasing module of an ERP system
Good understanding of the procure to pay process
3 to 4 years of purchasing experience, including formal tendering and contracting experience
Experience in reviewing and preparing procurement documents (RFP/RFS/RFQ etc.), and contracts used in a public-sector procurement environment including knowledge on the Ontario government volume purchasing arrangements (VOR-Vendor of Records)
Experience providing advice on procurement, contracting and contract management preferably in a public sector setting
Experience in the development and application of purchasing related KPIs
Knowledge of procurement strategies, market conditions, price trends and vendor management
