This position is located is in the Administration/Procurement Office located at SCDMV Headquarters, Blythewood, SC.
Responsibilities of the Procurement Officer
  • Directs the activities of the procurement staff in the solicitation, award, execution and management of all procurements for the agency in compliance with the SC Consolidated Procurement Code, regulations, policies and procedures.
  • Develops and directs a comprehensive contracts management function within the agency. Responsible for assisting agency personnel in the development, execution and management of all contracts. This program will consist of contracts entered into by the agency with vendors for goods and services with input on contracts entered into with customers for the sale of information. Responsible for the remedy of all contract violations with the guidance of General Counsel.
  • Manages the agency's real property leases in compliance with all laws and regulations, Real Property Management guidelines and acceptable business practices. Assists agency personnel in developing space needs and specifications. Resolves conflicts/issues with landlords.
  • Directs the operations of the SCDMV Warehouse including inventory management, shipping and receiving, surplus property processing and disbursal, records management and retention.
  • Oversees agency Minority Business Enterprise program to ensure that efforts are made to procure goods and services from qualified minority businesses in achieving the agency's MBE Utilization Plan goals. Responsible for ensuring that all quarterly and annual reports are completed and submitted on behalf of the agency.
  • Ensures that all required reporting of trade-ins, sole source and emergency procurements and MBE purchases are completed.
  • Responsible for hiring, training and evaluating procurement staff in accordance with agency policies. Other duties as assigned by manager.

Minimum and Additional Requirements

Minimum Requirements

  • A bachelor's degree and procurement experience.
  • An equivalent combination of education and experience may be accepted with prior approval.
Agency Requirements

  • A bachelor's degree and experience in procurement and contract management.
  • Must complete a nationwide criminal background check to include finger printing.

Additional Requirements

  • Extensive knowledge of procurement and contract management principles and practices.
  • Thorough knowledge of the South Carolina Consolidated Procurement Code, South Carolina contract laws and regulations and lease property procedures and regulations.
  • Ability to supervise procurement specialists.
  • Excellent ability to communicate both orally and written with management and staff personnel.
  • Under limited supervision, manages a staff of procurement specialists.
  • Position requires an experienced professional with high standards of conduct and ethics; must be willing to work in a team atmosphere.
  • Must be able to sit, stand, and lift up to 50 lbs.
  • May be required to work outside the extended hours outside of the normal scheduled work week.


Preferred Qualifications

Agency Preferred

  • At least five (5) years of progressive experience in procurement and contract management and professional procurement certification.
