Bachelor's Degree and four (4) years of procurement and contracts experience.
A Certification as a CPPB (Certified Public Professional Public Buyer), CPPO (Certified Public Purchasing Officer) or CPM (Certified Purchasing Manager) may substitute for two (2) years of the qualifying experience
A Master's Degree may be substituted for part of the related work experience.

Job Responsibilities:
- The Procurement Manager II requires considerable individual discretion in making procurement decisions based on established policies and regulations while executing complex procurements involving a wide variety of goods and services for the Department of Social Services. Manages the Procurement Managers and ensures compliance with SC Consolidated Procurement Code. Works closely with the Child Welfare Team to assist with contracts, grants, and other procurements within this program area.
- Serves as the contracts management expert for Child Welfare. Manage the user requirements process for solicitations and guides the program area step-by-step through the acquisition process. Liaise with SFAA Division of Procurement Services (DPS); assists with the development of complex solicitations, meeting all advertising requirements, issuing amendments as necessary, participating, and conducting pre-bid meetings as required. Evaluates bids and proposals and selects proper bid/proposal award. Ensures solicitations are formatted and posted so all the appropriate vendors will be notified and ensures agency time frames for solicitations and contract awards are met. Develops negotiation strategies to secure favorable terms and conditions, builds positive relationships with providers, end users, DPS, and stakeholders and ensure contracts align with the goals and requirements of the child welfare leadership and regulations.
- Supervises professional staff, assesses, and communicates performance metrics for all supervised staff, and provides coaching and mentoring. Ensures EPMS, and planning and evaluation stages are completed timely for assigned staff. Conduct internal reviews of Procurement files to ensure compliance with SC Procurement Code.
- Formulates procurement strategies and conducts ongoing meetings with Child Welfare leaders and department heads to understand evolving needs for grants and contracts. Keeps communication channels open to address concerns and adjusts as needed and provides information about regional variations in needs and services. Provides agency training as needed on contract development and source selection method. Offers expertise in procurement processes and industry trends and assists in developing and implementing strategic initiatives and provides guidance on technical aspects related to contracts and grants.
- Uses various sources to gather relevant data on child welfare needs and services and analyzes data to identify trends and gaps. Utilizes analytical tools and methodologies to support decision-making, and consider sustainable and ethical procurement practices, and stay informed about industry best practices and incorporate them into strategies.
- Provides technical and strategy support by regularly assessing the feasibility of existing contracts. Collaborates with Child Welfare leadership and providers to address any issues; and ensures contracts are aligned with current regulations and standards. Continuously monitors performance metrics and key performance indicators and Implement changes to enhance overall performance and results.
- Provides support and assists with procurement needs in other areas of the agency as may be required.
- Performs Red Cross Shelter Duty or other emergency shelter duty or services as directed.
