Job Duties and Responsibilities:
Develop Project Procurement Plans;
Prequalify Bidders and develop Bid Lists in accordance with Project AML/AVL;
Prepare RFQs accompanied with ITB Letters, Instructions to Bidders, Bid Acknowledgement Form, Bid Forms, Technical Specifications, Datasheets, General Specifications, Drawings, Inspection & Testing Requirements, Vendor Documentation Requirement;
Issue RFQs / solicit bids in accordance with eProcurement procedures;
Coordinate and resolve Bidder RFQ queries;
Conduct Commercial Bid Evaluations, assist with Technical Bid Evaluations;
Negotiate / resolve commercial and technical bid discrepancies;
Prepare Award Recommendation Package for Client approval;
Prepare Purchase Order / Contract documents for Vendor award;
Coordinate and conduct Vendor Kick-off Meetings;
Administer Purchase Orders / Contracts in relation to change management, manufacturing queries, quality and schedule adherence, logistics and transportation, handover and custody transfer;
Monitor and expedite progress;
Report status daily / weekly;
Review / approve Vendor invoices.
Qualifications (Knowledge, Skills and Abilities):
BS in a Business or Industrial curriculum strongly preferred;
Requires five (5) years with less than ten (10) years of Oil & Gas Supply Management experience, with an emphasis towards projects procurement and supply management;
Ability to organize, prioritize, multi-task, adapt to change, meet deadlines;
Ability to work within a team environment;
Politeness, Deference, Professionalism;
Excellent written and oral communication skills;
Proficiency with MS Word and Excel;
Aptitude to learn and become proficient in new softwares;
C.P.M. / CPSM certification preferred.
Working Conditions:
Work is primarily conducted in an office environment (Private or Semi-Private Office) but also requires occasional travel to off-site work locations;
Field duties require outdoor work in a construction site type atmosphere;
Interaction with other team members, as well as supervisors and client personnel;
Working on a construction site or in plant and/or shop areas around production machinery with extreme noise levels
Must be able to wear safety equipment as required by the safety department for personal protection;
May be at more than one job site in a day and must be able to tolerate climate changes;
May be required to travel out of town on a periodic basis.
Physical Requirements (With or without Reasonable Accommodation):
Must be able to lift and carry five (5) pounds;
Sufficient clarity of speech and hearing or other communication capabilities which permits employee to communicate effectively;
Ability to sit for prolonged periods of time;
Sufficient vision or other powers of observation which permits employee to conduct analysis and investigations;
Sufficient manual dexterity which permit the employee to perform routine office duties;
Sufficient personal mobility and physical reflexes to perform office duties and travel when necessary to off-site locations.
