About this Job: - You will plan and schedule work assignments for each team member based on the priorities and deadlines established by the schedule of the ship availability and other related activities.
- You will coordinate with the Program Office, Shipbuilder, and other activities to develop and prepare charts, graphs, and other statistical data that display current and projected workload to determine manning and scheduling requirements.
- You will review and evaluate the effectiveness of the shipyard in meeting the schedule, technical, cost, and other administrative requirements and make corrective actions to resolve problems.
- You will provide technical evaluations on production and quality assurance status and problems.
- You will arbitrate and determine course of action for related matters in dispute with the contractor.
- You will provide oversight of contractor-performed maintenance and repair and contractor provided support services.
- You will conduct evaluations and investigations of issues which arise during construction and after ship delivery to initiate recommendations for implementing corrective action or required changes.
- You will manage personnel resources, travel, award, and training budgets as well as approve employees' time, leave, and other managerial duties of a supervisor.
- You will perform other duties as assigned.
- Qualification Requirements:
(Note: The specialized experience MUST be addressed in the body of the submitted resume to be deemed qualified for this position). Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (or GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector evaluating or developing earned value management metrics to measure performance variances and their impact on cost or schedule requirements for ship construction and repair programs. - You will be rated on the following Competencies for this position:

- Additional Information:
Permanent Change of Station (PCS) moving expenses will NOT be paid.
This is an acquisition position as defined under the Defense Acquisition Workforce Improvement Act (DAWIA), in accordance with Section 1721 of Title 10 U.S.C. Certification at Level II in the Production, Quality, and Mfg Field; Category Code H, is required, and must be achieved within 24 months of assignment. - You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You must be able to obtain and maintain a Secret security clearance.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You may be required to serve a supervisory probationary period.
