About The Role
We are seeking a dynamic and results-driven Program Account Manager to assist with executing growth initiatives within the DoD sector. The ideal candidate will bring experience and expertise directly applicable to small businesses/8(a)s, tribal companies, and federal contracting, leveraging their understanding of direct award processes and their ability to build strong partnerships to achieve measurable success. This role requires an exceptional communicator with a proven track record in business development analysis, capture management, pricing, negotiation, and fostering strategic partnerships.
They will have experience in agencies such as the Department of the Army, the Department of the Air Force, the Defense Health Agency (DHA) and other relevant federal and military markets. This role will bring technical application, thinking, and hands-on experience to the growth team.
This is a hybrid role and could be based in any of the following locations: the DMV (DC, Maryland, Virginia) and/or National Capital Region, or San Antonio, TX Metro area. Travel 10- 45% may be required.
Responsibilities Overview: This position will be focused on the identification and capture of potential new business by leveraging customer relationships and personal experience to identify and assess potential business opportunities that result in measurable revenue growth. The position is expected to manage capture activities for key engagements, identify gaps and emerging requirements, assess and recommend teaming partners, perform market and economic analysis, conduct business intelligence, design and execute formal capture plans, and monitor competitor activity for each capture. This position may also lead proposal delivery, pricing, and/ or contract lifecycle management.
Required Experience and Skills
Industry Experience: Previous experience with one or more Small Business Administration (SBA) 8(a) companies, preferably an Alaska Native Corporation (ANC), Native Hawaiian Organization (NHO), or Indian Tribe. Customer Relationships: Build program and acquisition relationships through effective communications pre- and post-award. Account Management and Operational Oversight: Exceptional organizational and time management skills to handle competing priorities effectively. Contract Management: Demonstrated success in business development within DoD Government Contracting. Develop strategic account plans including customer profiles, targeted programs, weekly, monthly, quarterly forecasts and action items Pipeline Development: Conduct analysis and identify new business markets, agencies, teaming opportunities, and partnerships opportunities. Business Development: Experience developing and sustaining partnerships with primes, subcontractors, and government stakeholders. Proposal Leadership and Execution: As part of proposal development, demonstrate knowledge and expertise to serve as a contributing member of the team.
Education and Training
Bachelor's degree, a minimum of 5 years of experience in government contracting or equivalent is required. Specialized account/ contract management, pricing, and proposal writing certifications or experience is highly desired. Proficient computer skills include knowledge of Microsoft Office Suite including excel and PowerPoint Must have excellent communication skills verbally and written, strong interpersonal skills and the ability to clearly communicate information to all levels of employees, management and clients.
Physical/ Other Requirements
Candidates must reside in close radius to the DMV (DC, Maryland, Virginia) and/or National Capital Region, and/or San Antonio, TX Metro area. Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future Prolonged periods of sitting at a desk and working on a computer. May need to lift up to 25 pounds occasionally. Candidates MUST have U.S. citizenship and be able to pass a government background investigation Must have a valid driver's license and a clean driving record.

Required Experience and Skills
- A minimum of 3+ years of progressive, relevant experience as a knowledgeable, trusted client advisor related to full life-cycle federal business development contracting with multiple organizations (i.e., DoD, DHA, VA).
- Proven track record in capturing and managing ANC or tribal company direct awards, including 8(a) contracts.
- Improve the operational systems, processes, and policies in support of organizations mission -- specifically, support better management reporting, information flow and management, business process and organizational planning.
- Excellent interpersonal communication, problem-solving, and collaborative skills to work effectively with teams throughout the organization.
- Experience managing weekly and monthly contract deliverables.
- Develop an annual budget and operating plan to support the program.
- Develop a program evaluation framework to assess the strengths of the program and to identify areas for improvement.
- Develop funding proposals for the program to ensure the continuous delivery of services.
- Evaluate program performance and make recommendations for improvements.
- Development of individual program budgets
- Invoicing to funding sources, including calculation of completed units of service.
- Develop and maintain a healthy and aggressive opportunity pipeline sufficient to support the strategic growth goals of the company.
- Support leadership in penetrating existing businesses and developing new businesses in strategic business offering areas.
- Up-to-date understanding of federal acquisition processes, ANC-specific advantages, and emerging trends in DoD.
- Assume responsibility for specific capture activities such as technical approach, teaming, competitive intelligence, pricing, and overall win strategy.
- Support overall strategic planning and linking pursuits/capture activities
- Brief capture status to management at specified milestones in the capture process.
- Identify leads and new business opportunities - leveraging past relationships/accounts.
- Establish and meet new business targets.
- Leads the planning, development, and submission of high-quality proposals across the business development lifecycle. May serve as Proposal Manager for entire efforts or lead specific volumes such as technical, past performance, or pricing. Ensures full compliance with solicitation requirements and drives adherence to timelines and internal review cycles.
- Team Coordination and Information Flow: Organizes and manages internal teams and partners, coordinating inputs from subject matter experts (SMEs), capture managers, subcontractors, and support staff. Facilitates daily standups or checkpoint calls, tracks action items, and ensures delivery of critical proposal content including narratives, resumes, graphics, and pricing documentation.
- Capture Strategy and Growth Alignment: Supports strategic growth objectives by developing tailored responses to Sources Sought Notices (SSNs), Requests for Information (RFIs), Requests for Quotes (RFQs), and Requests for Proposals (RFPs). Aligns proposal responses with ATL's differentiators, customer mission, and win themes.
- Volume Development and Compliance Oversight: Contributes to and oversees the creation of all required proposal volumes-Management, Technical, Past Performance, and Cost/Price-ensuring consistency, clarity, and accuracy. Conducts compliance matrix development, outlines each volume, and drives iterative reviews through color team cycles.
- Pricing and Cost Strategy: Coordinates closely with pricing leads and finance stakeholders to develop cost strategies that are competitive, realistic, and aligned with technical approaches. Reviews Basis of Estimate (BOE), pricing narratives, and pricing assumptions to ensure accurate and compelling cost volumes.
- Quality Assurance and Final Submission: Reviews all deliverables for quality, consistency, and compliance. Manages final production and ensures timely electronic or physical submission in accordance with agency requirements.
