About the role: PMAT is seeking a Program Analyst - AI to provide technical and analytical support for coordinating testing and installation events in support of NAVWAR's Project Overmatch. This role requires direct engagement with warfighter end-users, fleet stakeholders, and development teams to facilitate the seamless deployment and integration of advanced software and hardware systems across afloat, shore, and submarine platforms. The selected candidate will play a critical role in ensuring mission readiness by managing installation requirements, analyzing deployment challenges, and improving operational processes to enhance maritime command and control (C2) capabilities.

Responsibilities:
- Testing & Installation Coordination: Oversee and manage the planning, execution, and assessment of software and hardware installations, ensuring alignment with operational needs and mission requirements.
- User & Fleet Engagement: Collaborate directly with fleet users, operational teams, and leadership to identify system gaps, collect feedback, and implement solutions to improve tool performance.
- Technical Documentation Development: Prepare, maintain, and update installation policies, process documentation, and training materials for integration into Navy warfighting systems.
- Process Execution & Compliance: Ensure adherence to NAVSEA, OPNAV, and Joint Fleet Maintenance Manual guidelines governing the installation and integration of Programs of Record (POR) and non-POR systems.
- Risk & Vulnerability Assessment: Work closely with cybersecurity teams to evaluate system vulnerabilities, track remediation efforts, and enhance installation security compliance.
- Software & Systems Integration: Provide technical recommendations to developers to improve compatibility, usability, and operational effectiveness of fleet-deployed systems.
- Performance Tracking & Metrics: Monitor installation effectiveness, user adoption, and mission impact, ensuring continuous improvement in system performance.
Required Skills and Experience:
- 3+ years of experience supporting hardware/software installation, testing, or systems integration on DoD/Navy platforms.
- Knowledge of Navy systems and processes, including installation planning, testing coordination, and technical documentation development.
- Familiarity with Navy Installation Process Handbooks, NAVSEA Technical Specifications, OPNAV instructions, and Joint Fleet Maintenance Manual.
- Ability to coordinate with Warfighter Development Centers (WDCs), tool developers, and senior advisory leads to ensure tools meet operational needs.
- Strong analytical, organizational, and problem-solving skills for managing installation timelines, testing schedules, and stakeholder engagement.
- Preferred: Understanding of systems engineering, cybersecurity compliance, and DevSecOps principles as they relate to fleet operations.
Education and Certification Requirements:
- Bachelor's Degree in a STEM field, Business, or a related discipline.
Citizenship and Clearance requirement:
- U.S. Citizenship required.
- Active DoD Secret security clearance required.
- TS eligible; active TS-SCI security clearance preferred.

- Onsite at NAVWAR, San Diego, CA.
