Description:
QED Systems, LLC, is currently recruiting a Program Analyst (Acquisition) to join our team at Aberdeen Proving Ground, MD to support our customer, Project Manager Intelligence Systems & Analytics (PM IS&A), TITAN program.

Total Compensation:
QED offers a competitive compensation package for employees. Our total compensation package is value-based and negotiable depending upon the candidate's specific skills and applicable relevant experience.
Benefits include:
Estimated Salary Range: $120,000.00 - $145,000.00, annually. This represents the typical range for this position based on experience and other factors.

Duties:
- Support in developing Acquisition Strategies and Plans, Acquisition Program Baselines, Test and Evaluation Master Plans, System Engineering Plans, Life Cycle Sustainment Plans, etc.
- Develop, draft, and update documentation for acquisition programs to include all documentation required for program Milestone events.
- Support development and preparation of acquisition requirements packages (ARP) for all contract actions as required to include: Independent Government Cost Estimates, Market Research, Requests for Information, Source Selection Plans, Justification and Approval (J&A) Document, DD Form 254, Performance Work Statements, Statements of Work, Statements of Objectives, Quality Assurance Surveillance Plans, Performance Requirements Summary, Requests for Service Contract Approval, Knowledge Based Service Contract Funding Element of Resource Request, Government Furnished Property Exhibits, Acquisition Strategy Documents, Acquisition Plans, Integrated Program Summary, and others acquisition documents as required.
- Support government program management to include budgeting, scheduling, trade-off analysis, lifecycle costing, risk management, supportability, test and evaluation, and requirements development.
- Assess the status of stakeholder support for PM IS&A and its various products (e.g., TITAN); develop recommendations to address identified issues and concerns.
- Provide Subject Matter Expertise (SME) in maintaining event driven calendars (Integrated Master Schedule and Integrated Master Plan). Schedule meetings, process various forms, perform file maintenance, and provide records coordination.
Required Skills & Experience:
- Detailed-oriented with excellent technical, verbal, and written communication skills.
- Direct experience with the DoD 5000 series regulations and & in-depth knowledge to apply a wide range of analytical measurement skills to assist product teams with developing, maintaining, and coordinating Milestone Decision Authority acquisition packages for Milestone approval.
- Fully versed in MS Office products (MS Outlook, MS Word, MS PowerPoint, MS Excel, and Microsoft Project) and Adobe Acrobat and Photoshop.
Required Clearance:
- ACTIVE CLEARANCE LEVEL REQUIRED: Secret
Qualifications:
- Bachelor's degree required. Degree preferred in Business, Accounting, Program Management, Engineering, or related degree.
- A minimum of twelve (12) years of experience managing government programs is required.
- An additional four (4) years of related experience may substitute education.
- Must have five (5) years direct experience with verbal and written communication to include presentations and/or briefings to product managers, division chiefs or equivalent grade.
