Description:

QED Systems, LLC, is currently recruiting a Program Analyst, Contracts, to join our team at APG, MD in support of our customer, Project Manager Intelligence Systems & Analytics (PM IS&A) supporting the TITAN project in its day-to-day development.

Duties:
  • Perform technical program management to include scheduling, trade-off analysis, risk management, supportability, contract documentation, test and evaluation, and requirements.
  • Provide verbal and written communication to include presentations and/or briefings to product managers, division chiefs or equivalent grade.
  • Provide Subject Matter Expertise (SME) in maintaining event driven calendars (Integrated Master Schedule and Integrated Master Plan).
  • Schedule meetings, process various forms, perform file maintenance and provide records coordination.
  • Develop and maintain spreadsheets for records and archives.
  • Support development and preparation of acquisition requirements packages (ARP) for all contract actions as required. The ARP includes: Independent Government Cost Estimates, Market Research, Requests for Information, Source Selection Plans, Justification and Approval (J&A) Document, DD Form 254, Performance Work Statements, Statements of Work, Statements of Objectives, Quality Assurance Surveillance Plans, Performance Requirements Summary, Requests for Service Contract Approval, Knowledge Based Service Contract Funding Element of Resource Request, Government Furnished Property Exhibits, Acquisition Strategy Documents, Acquisition Plans, Integrated Program Summary, and others acquisition documents as required.
  • Track the requirements from initiation through award and provide updates on the 1-N/PPMT, Milestone/Inch stones, and program documents.

Required Skills & Experience:
  • Detailed-oriented with excellent technical, verbal, and written communication skills.
  • Direct experience with technical program management, scheduling, trade-off analysis, risk management, supportability, contract documentation, ARP development, test and evaluation, and requirements.
  • Familiarity with MS Office products (MS Outlook, MS Word, MS PowerPoint, MS Excel, and Microsoft Project) and Adobe Acrobat and Photoshop.
  • Must include six (6) years of direct experience with verbal and written communication to include presentations and/or briefings to product managers, division chiefs or equivalent grade.

Qualifications:
  • Bachelor's degree required. Degree preferred in Business, Accounting, Program Management, Engineering, or related degree.
  • At least twelve (12) years of experience managing government programs is required.
  • An additional four (4) years of related experience will substitute for a bachelor's degree.

Required Clearance:
  • ACTIVE CLEARANCE LEVEL REQUIRED: Secret

Travel:

Less than 10% travel is expected for this position. Travel may include continental United States and outside continental United States locations.

Work Environment:

This position will be co-located with the customer and other contractors in Government office spaces.

  • Climb stairs, ramps, ladders, and work stands.

Position Type/Expected Hours of Work:

This is a full-time position, Monday through Friday. Flexibility around core hours. Travel may occur outside of normal core hours.

Estimated Salary Range: $150,000.00 - $155,000.00, annually. This is not a guarantee of compensation or salary. This represents the typical range for fully qualified candidates for this position based on experience, geographic location, and other factors. The final offer amount may vary.
