ETHICS AND INTERNAL JUSTICE SERVICES VPUThe World Bank's Ethics and Internal Justice Services Vice Presidency (EIJ VPU) is a newly created Vice Presidency within the World Bank Group (WBG) that brings together, under a single umbrella, the WBG's approach to values, ethics and the resolution of workplace conflict. The EIJ VPU's vision is to foster a values-based workplace culture and help staff uphold the WBG's ethical standards. EIJ provides an integrated, empathetic and efficient approach to resolving workplace conflict, allowing staff to focus with urgency on the WBG's mission. EIJ's work covers each of the five WBG institutions.
The Vice Presidency has recently been organized as follows:
1. Ethics Advice and Early Interventions Department, which consists of:
Advisory, Training & Values (ATV) - responsible for the Core Values and the Code of Ethics and associated rules; manages all training and outreach on behalf of the VPU; provides advice and guidance on the Code, with specific focus on conflicts of interest; and manages the Bank's Declarations of Interest program;
Anti-Harassment and Anti-Discrimination (AHAD) - addresses reports of harassment, sexual harassment, exploitation and abuse and discrimination based on race and other identity characteristics; provides guidance to management on preventing and addressing such behaviors.
2. Mediation and Formal Reviews Department, which consists of:
Mediation Services (MEF) - offers a confidential conflict resolution process for staff to resolve workplace issues with the assistance of a neutral third-party. MEF also provides team building and team facilitation services;
Peer Review Services (PRS) - provides an independent review by a panel of peers of managerial decisions, actions or inactions (not related to performance management) affecting a staff member;
Performance Management Review (PMR) - provides an independent appellate review of performance management-related decisions; and
Investigations (INV) - conducts independent fact-finding investigations of allegations of staff misconduct.
3. Ombuds Services, which offers staff a confidential off the record, impartial and informal venue to discuss any workplace issues, and alerts management to systemic trends.
4. Client Services, which consists of:
EIJ Navigator - a centralized intake function to assist staff with their concerns by pairing them with the appropriate channel within the EIJ VPU to resolve their concerns efficiently and expediently.
Respectful Workplace Advisors (RWAs) - comprising staff selected by their peers, RWAs act as a confidential sounding board for staff and a source of information about EIJ services.
5. Core Services, which consists of:
Front Office - providing day to day unit-based administrative support;
Core Services - overseeing centralized administrative and resource management coordination across the VPU, and supporting cohesion through VPU-wide communications.
Anti-Harassment and Anti-Discrimination (AHAD) Program Analysts (2 positions)
The EIJ VPU is seeking to recruit two Program Analysts to work on the anti-harassment and anti-discrimination work programs and who will report to the Manager, AHAD.
The selected candidates are required to be detail-oriented with solid, hands-on experience in case management, client relations, data analysis and delivering high quality work product in a confidential environment.
DUTIES AND RESPONSIBILITIESUnder the supervision of the AHAD Manager and guidance of the Anti-Harassment and Race Equity Coordinators, the Program Analysts will carry out the following duties:
Serve as intake focal point to receive requests for consultations and/or allegations of harassment, sexual harassment, exploitation and abuse or discrimination based on race or other identity characteristics; liaise with the EIJ navigator and clients; establish priorities and coordinate the assignment of cases.
Administer the Case Management System (CMS) by inputting, maintaining, and updating information for cases received.
Research and perform statistical analysis and compilation of data by retrieving information from the CMS for weekly, monthly, and annual reports as well as ad hoc reporting and queries.
Create customized reports including visual charts, graphs, and analytical data for insertion into reports.
Identify trends and provide qualitative data and analysis.
Send satisfaction survey to clients; collect and analyze results.
Identify and implement methods to streamline reporting from the CMS; trouble shoot, report, and resolve issues in cooperation with ITS to continually improve CMS functionality, reporting, and process.
Update CMS Manual and data analysis criteria/process material as needed.
Participate in consultations with reporters as needed and assist in the follow-up under the direction of AHAD Counsels, the Anti-Harassment Coordinator or the Race Equity Coordinator.
Prepares written summaries of consultations, identifying the different categories of issues, parties and other relevant information, as needed.
Prepare draft correspondences for team members' review including but not limited to intervention talking points, cautions, and referrals.
Assist in monitoring of cases post-resolution and providing qualitative and quantitative data analysis.
Conduct quality assurance review enhancement of key outputs, reports, communications, and PowerPoint presentations by reviewing, formatting, proofreading, and editing material.
Support Outreach and Training events that the AHAD participate in, including by providing technical assistance during virtual sessions, scheduling, tracking upcoming and completed sessions for reporting, and coordinating with ATV team to ensure consistent reporting and effective service delivery.
Assist in adapting, updating and distributing outreach and information material relevant to the AHAD work program.
Assist on special initiatives/projects and undertake other ad hoc assignments.
Selection Criteria
Bachelor's degree, Paralegal certificate, or equivalent combination of education and experience.
Excellent verbal and written communication skills in English. Ability to draft a variety of correspondence and edit materials using proper grammar, punctuation and style.
Ability to generate, collect, and present statistical data. Advanced proficiency in Excel, including working with pivot tables.
Advanced experience working with Case Management Systems or other similar data and document recording systems.
Ability to edit PowerPoint presentations.
Knowledge of EIJ procedures is desirable.
Sound organizational skills and ability to prioritize and deliver assignments in a timely manner, with minimal supervision and if needed under time pressure.
Ability to research, analyze and synthesize information and present results clearly and concisely.
Excellent interpersonal skills and proven ability to work effectively in a team.
Ability to provide assistance to team members by performing multiple, concurrent and progressively more difficult assignments.
Fully proficient computer skills, particularly in MS Word, Teams, Excel, PowerPoint, and collaboration tools, and in using information databases, internet/intranet services and library sources.
