Description
The Department of Public Utilities (DPU) is seeking an experienced Innovation and Technology - Supervisory Control and Data Acquisition (SCADA) Program and Operations Manager to join their team! Under general direction, the Program and Operations Manager will oversee management of DPU's SCADA systems and support key initiatives within asset management, as well as innovative and pilot projects. The Program and Operations Manager will lead cross-functional teams to ensure the successful planning, execution, and delivery of projects that enhance utility operations, streamline processes, and promote the effective use of public resources.
This is an at-will UNCLASSIFIED position and serves at the discretion of the Appointing Authority.

Duties include but are not limited to

  • Lead the planning, execution, monitoring, and completion of projects in SCADA, business continuity, and innovative pilot projects. Ensure all projects are delivered on time, within scope, and within budget.
  • Coordinates the resolution of SCADA problems; administers, troubleshoots SCADA, real-time data, and control systems, and coordinates the resolution of hardware/software problems.
  • Participates in establishing work standards, policies and procedures for the use, security, and operation of the computer systems; plans and prepares for events to ensure business continuity and restoration if/when required.
  • Oversees the design and development of changes to the SCADA system to support operational changes and engineering projects.
  • Maintains standards for SCADA system and ensure application to capital upgrade projects.
  • Provides oversight in maintaining system change management processes staying within customary and accepted audit practices.
  • Create scripts, reports and troubleshooting skills using VB.Net and SQL queries.
  • Confers with and advises subordinates on procedures; makes decisions regarding work methods and approaches in order to produce desired products most efficiently.
  • Oversees the purchase of hardware, software, or service required to repair, replace, enhance, update or improve the SCADA environment; coordinates with vendors for product support.
  • Works with communication vendors and internal support personnel to quickly resolve data communication problems during outages.
  • Responsible for writing documentation (examples: control narratives, SOP's, policies) as needed to support job functions.
  • Identifies and addresses issues related to the coordination with other utilities and municipal service providers.
  • Prepares and executes work performance and safety standards and division policies and procedures.
  • Participates in the selection, placement, promotion, training, safety, appraisal and discipline of assigned employees.
  • Performs related work as assigned.
  • Asset Management: Develop and manage strategies to optimize the life cycle of utility assets. This includes planning for maintenance, replacement, and upgrades while ensuring safety and regulatory compliance.
  • Innovative & Pilot Projects: Drive innovation by identifying, initiating, and managing pilot projects that enhance utility services and introduce new technologies. Monitor project outcomes, document lessons learned, and plan for broader implementation when successful.
  • Stakeholder Engagement: Collaborate with department heads, government agencies, external contractors, and the public to ensure alignment with project goals and strategic objectives. Facilitate regular progress reports, presentations, and updates.
  • Budget and Resource Management: Prepare project budgets, track spending, and ensure efficient use of resources. Coordinate with finance and procurement teams to manage contracts and vendor relationships.

Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:
  • Bachelor's degree electrical engineering, computer science, Information Technology or related field, supplemented by formal training at a recognized technical or vendor sponsored training school.
  • 6 years of proven experience in information systems
  • 2 years of supervisory experience
  • Strong understanding of project management methodologies and tools.
  • Excellent communication, leadership, and problem-solving skills.
  • Ability to multitask and manage multiple projects simultaneously. Experience developing and delivering training programs is a plus.

PREFERRED TRAINING AND EXPERIENCE:

  • Two years of SCADA system design and programming, project leadership, and supervision, with emphasis on project management and management skills.

In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
