We are hiring an ambitious and forward-thinking a program cost manager- with transit or rail experience - to join our established and growing team in New York.

Mace is seeking an amazingly talented program cost manager, who will provide management and technical direction for all facets of operations in one discipline under administrative guidelines of the division manager and/or corporate directive.

You'll be responsible for:
  • Establishes the standardized work breakdown structures (WBS) and cost breakdown structures (CBS) for the project.
  • Coordinates closely with the project controls function in relation to implementing an effective controls system on budget, cost, report, risk and change management.
  • Develops and implements cost and estimating management standards that are in-line with market best practices and are to be used throughout the program and facilitates compliance by project team members.
  • Demonstrates leadership for all estimating tasks assigned to the contract(s).
  • Ensures that all team members are tasked correctly according to their skill specialty and strongest area of expertise, that all team members apply company estimating practices, techniques, processes and procedures, and apply company policies and assigned project/program practices and procedures.
  • Provides leadership, guidance, direction, and specialized assistance to project for the resolution of difficult and complex project estimating and cost control problems.
  • Directs all project/program estimate scope requirements and is completely responsible for all project/program estimated probable costs for contracted services.
  • Utilizes knowledge in resources skill sets and durations required to prepare and deliver tasked assignments, and responsible to deliver all estimating products in a timely manner.
  • Assesses the impact(s) of design/construction changes and schedule slippages, as and when required in coordination with the project controls function.
  • Oversees the development and maintenance of an established system to show the hierarchy of plans and schedules; keeps project and company management fully informed.
  • Completes performance reviews and provides personnel development for the assigned employees.
  • Recommends and provides input to the customization of project control systems to meet specific project estimating requirements.

You'll need to have:
  • New York/New Jersey specific experience.
  • High proficiency in Microsoft suite and ability to adapt to customization of estimating software.
  • Familiarity and reasonable experience utilizing industry standard tools such as Oracle Primavera, Tilos Scheduling,
  • Advanced Microsoft Excel, Microsoft PowerPoint, etc.
  • BS degree in engineering or construction management, with experience in cost estimating, cost planning, reporting and analysis with demonstrated skill in establishing estimating criteria, planning and supervising project cost engineering activities.
  • Minimum 30hr OSHA training required.

You'll also have:
  • NJIT, MTA, LIRR, MNRR, Amtrak experience preferred.
