Program Description
Felton Outpatient Services Solano (FOSS) is a multi-disciplinary team of clinicians, medical providers, case managers, and peer advisors that provide recovery-oriented, culturally responsive, and trauma-informed manner specialty behavioral health services to clients 18 and older (moderate level intensity), who are Solano residents and/or have Solano County Medi-Cal or Kaiser Medi-Cal. The team will assist individuals experiencing severe mental illnesses that interfere with their ability to live in the community, attend appointments with professionals in clinics and hospitals, and manage mental health symptoms by providing the following outpatient services: mental health services (i.e., assessment, evaluation, plan development, collateral, family engagement, individual and group therapy, individual and group rehabilitation, and interactive complexity), case management/brokerage, crisis intervention, and medication support.
Job Description
The Clinical Program Director is a licensed clinician with certification to provide clinical supervision and will function primarily in supervisory position and some direct service as needed. The primary functions of this role include responsibility for implementation of the coordinated specialty care model program, clinical supervision, coordination of team activities, training, monitoring of quality assurance, and supporting fidelity monitoring of program model. Local travel between agency sites as well as direct service provision to program participants is expected. This position reports to the Director of TAY and Adult Mental Health Services.

Salary Range: $105,000 - $140,000 Annually (DOE)

Specific Responsibilities
- Provide program oversight and collaboration with Solano County Systems of Care on program services delivery
- Perform Continuous Quality Improvement (CQI) activities on program operations, tracking and developing systems for contract performance, compliance, program efficacy, and quality of care
- Review and approve clinical documentation ensuring charts and medical records meet Medi-Cal/Medicare/ payor requirements, compliance requirements, and utilize client-centered approach
- Provide individual and group supervision to staff accruing clinical experience and hours for professional licensure (according to licensure status).
- Support the multi-disciplinary team's compliance with all program protocols and best practices through consultation and multi-department cross-training and team building.
- Coordinate and develop trainings in conjunction with program partners to target MDT program needs (contingency management, harm-reduction, targeted case management, and other topics as assigned)
- Coordinate efforts such as recruitment, hiring, disciplinary action if necessary, and off-boarding in consultation with Lead Clinical Case
- Manager, DPH, Director of TAY and Adult Mental Health Services, and Human Resources
- On-call consult during working hours to triage clinical emergencies and coordination for coverage
- Serve as a back-up for Lead Clinician, which may include direct service
- Oversees all clinicians as direct reports and administrative manager and responsible for performance
- Coordinates and collaborates with the medical team for client care.
- Actively engage in program's outreach campaign and liaison with other Felton departments regarding media campaign, outreach materials, and facilitate community involvement and/or advocacy.
- Contribute to all assigned committees and meetings (leadership meetings, steering committee, operations meetings, etc.) and represent Felton's program in stakeholder, county, and other assigned meetings.
- Attend and participate in all assigned trainings for professional, program, and agency
- Represent as a Felton leader in all stakeholder and provider meetings if necessary.
- Additional duties assigned as necessary.
Qualifications
- Master's Degree (or higher) in Social Sciences, Psychology, Counseling Psychology or related field AND current California State Licensure.
- Two years post licensure and completed necessary course requirements to provide clinical supervision to BBS registered interns REQUIRED
- 4 years of experience providing mental health services to individuals with serious mental health challenges, substance use, and homelessness
- Experience with specific modalities such as harm reduction, contingency management, substance use disorder treatment, crisis intervention, de-escalation, and motivational interviewing
- Demonstrated proficiency in Microsoft applications, performance data management, and navigating EHR systems (AVATAR and CIRCE experience preferred)
