Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.
The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California's Central Valley.
Under the general direction of the Chief of Process and Program Development, the Program Document
Control Manager provides the development, implementation, operation, and maintenance of an electronic Document Control System (DCS), including the necessary policies, procedures, and instructions to
successfully implement, operate, and maintain the system.
Program-specific activities will include the following:
Determine and recommend the software solution(s) required to successfully implement an
electronic Document Control System (DCS).
Develop, implement, operate, and maintain a DCS through Work Plan 4 according to Authority
direction.
Develop and implement an internal document control auditing program.
Develop and manage the staff required to successfully deliver, operate, and maintain the DCS.
Assist and ensure compliance of the Authority's ISO 9001:2015 certification, audits, and recertifications
Develop and implement a program to assess compliance with the Authority Document Control
policies and procedures.
Develop and ensure delivery of the DCS training to end-users.
Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and sixteen (16) years of work-related experience or a combination of education and directly related experience equal to twenty (20) years if non-degreed
Preferred Qualifications
Bachelor's degree in Business Administration or a similar, relevant discipline
Ten years of experience in document control for large, complex construction projects or
programs.
Experience in the development, design, implementation, and operation of document control or
similar systems for large, complex projects or programs.
Excellent communication and organizational skills, both verbal and written.
Proven ability to work with a wide range of disciplines connected with the successful completion
of projects.
Ability to communicate clearly and accurately with staff at all levels

Research, review, and analyze the effectiveness and efficiency of existing processes and develop
strategies for enhancing or further leveraging these processes
Establish and maintain effective working relationships and communications with client staff,
