Why does the job exist?
This purpose of this position is to support the budgetary and financial operations of the Resource Management Division.
How does it get done?
- Ensure timely and compliant processing of financial documents (vouchers, travel, purchase orders, Internal Purchase Requests) per Department of Finance and Administration (DFA), Model Accounting Practices (MAPs), Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and statutory requirements
- Lead and develop the assigned team, providing analytical support for strategic decision-making and serving as the agency's main trainer on financial and budgeting processes
- Provide funding guidance and time-sensitive financial updates to support program priorities and ensure proper fund utilization
- Manage planning and financial oversight of all program funding sources, including general funds, special revenue funds, and capital appropriations
- Maintain monthly projections and funding analysis, developing tools for salary, benefits, and financial stability
- Develop tracking mechanisms for Indirect Cost revenue to standardize processes and ensure financial sustainability
- Create training materials and best practices to enhance financial knowledge across the agency
- Supervise and manage team performance, providing feedback and ensuring adherence to policies and procedures
- Promote professional development and continuous learning within the financial management team
- Work in a collaborative, fast-paced environment focused on teamwork, improvement, and positive engagement

- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations

Ideal Candidate
The ideal candidate will have experience in the following:
- State of New Mexico budget process
- SHARE (Statewide Human Resources and Accounting Reporting)
- Excel and the ability to manage large data sets
- Supervision of staff and overseeing financial processes of a team
Minimum Qualification
A Bachelor's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course certification
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
