Why does the job exist?

The Program Financial Manager is responsible for budget and financial management across various funding sources including federal grants, general funds, special revenue funds, special appropriations, and directly supports the Compliance and Enforcement Division (CED). This position leads and manages all financial services and budgetary operations within the Compliance and Enforcement Division in adherence to external and internal processes set forth by set forth by the Department of Finance and Administration and the Administrative Services Division (ASD). The position supervises all bureau financial managers within the program and coordinates to ensure efficiency in areas of budget, accounting, procurement, Accounts Receivable and federal grants. The job is performed in a highly collaborative, fast-paced environment with emphasis on collaboration, teamwork, an continual improvement. How does it get done?

Among other responsibilities, the Program Financial Manager will:
- Ensure timely and compliant processing of financial documents (vouchers, travel, purchase orders, Internal Purchase Requests) per Department of Finance and Administration (DFA), Model Accounting Practices (MAPs), Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and statutory requirements.
- Lead, supervise and develop the division financial team of at least 4 full-time employees, provide feedback, ensure adherence to set policies and procedures and make recommendations for personnel actions.
- Provide funding guidance and time-sensitive financial updates to support program priorities and ensure proper fund utilization and analytical support for strategic decision-making. Ensure budgetary reporting is timely, complete and accurate.
-Guide staff on performing research and analysis to evaluate programs and develop recommendations for more cost-effective organization and distribution of funding.
- Manage planning and financial oversight of all program funding sources, including general funds, special revenue funds, and capital and any applicable special appropriations, and participate in monthly budgetary presentations to senior leadership.
- Maintain monthly projections and funding analysis, developing tools for salary, benefits, and financial stability in a collaborative, fast-paced environment focused on teamwork, improvement, and positive engagement.

Ideal Candidate

The ideal candidate will have experience in the following:
- State budgeting processes
- SHARE financial systems
- Advanced Microsoft Excel functions
- Accounting
- Staff supervision

Minimum Qualification

A Bachelor's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Working Conditions

Office setting with exposure to visual/video display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting.
