Position Description
The City of Seattle is seeking a dedicated, motivated and detail-oriented Program Management Analyst (Management Systems Analyst) to support the Boiler and Pressure Vessel Inspections Program within the Seattle Department of Construction and Inspections (SDCI). This position will play a critical role in assisting with operations of the inspections program management, and evaluating, modernizing, and streamlining processes related to the safety and certification of over 14,000 boilers and pressure vessels, ensuring timely and accurate certification. The ideal candidate will have experience in learning and contributing to program workflow and operations, program evaluation, and recommending process improvement, with a strong ability to collaborate with stakeholders to modernize inspection procedures.

Job Responsibilities
The Boiler and Pressure Vessel Inspections Program Management Analyst will work closely with the Chief Boiler Inspector/Program Manager and the Periodic Inspections Manager to perform in, evaluate, and improve inspection workflow and operations and administrative procedures. This role involves analyzing, developing, and implementing procedures for permit issuance, inspections, and record-keeping to enhance efficiency by being a part of program operations. This position will also help modernize and integrate solutions for managing inspection records, ensuring accuracy and accessibility.

The Boiler and Pressure Vessel Inspections Program Management Analyst will:
- Be a systems thinker with strong verbal and written communication skills.
- Customer Interaction: Respond to inquiries, resolve issues, handle complaints professionally, and follow up to ensure customer satisfaction.
- Data Entry and Management: Assist in managing data for over 14,000 boilers and pressure vessels, ensuring integrity, security, and compliance with city regulations. Update and organize data, prepare reports based on analysis.
- Document and File Management: Organize and maintain digital and physical files, ensuring compliance and proper access. Coordinate file sharing and documentation workflows.
- Phone and Correspondence Handling: Manage phone and written communications, ensuring proper follow through and response coordination.
- Collaborate with the Chief Boiler Inspector/Program Manager to facilitate operations within all aspects of the Boiler Pressure Vesel Program workflow, and to modernize the annual inspection process, focusing on accuracy, efficiency, and compliance.
- Conduct research, compile information, and prepare reports with recommendations for program improvements.
- Advise management on operational improvements, resource utilization, and process optimization.
- Assist in analyzing, planning, and implementing changes to the inspection and permitting processes, aligning with City and SDCI objectives.
Qualifications
- Requires two years in systems, operational, procedures, research or analysis and a Bachelor's degree in business or public administration, finance, computer science or a related field (or a combination of education, training and/or experience that provides an equivalent background required to performs the work of the class).
Successful candidates will possess the following experience, knowledge, skills, and abilities:
- Experience in project management, management systems analysis, and /or program development/support, with a strong understanding of program management and process improvement.
- Knowledge of management and systems analysis techniques, including process optimization, data analysis, and workflow management and optimization.
- Proficiency in software tools such as Microsoft Excel, Word, SQL, and database management systems
- Experience to analyze complex systems and propose practical, effective solutions; experience implementing operational improvements.
- Excellent written and verbal communication skills, with the ability to prepare clear reports and present findings to management.
- Strong organizational skills and ability to manage multiple tasks and deadlines.
- Experience working with inspection programs or regulatory compliance processes, particularly in the areas of boiler and pressure vessels, refrigeration, or other HVAC construction or safety fields.
- Project Management, Organizational Change Management, and/or collaborative business improvement experience.
- Familiarity with permitting jurisdictional software such as Accela, Jurisdiction Online, or Jurisdictional Reporting Service (JRS)
- Experience and interest in analyzing and resolving complex problems independently, while collaborating with various stakeholders.
