Job Description Summary
This Program Management Office Leader, Controls Engineering position is responsible for leading and facilitating the Controls Engineering PMO team's execution of New Product Introduction (NPI)/R&D engineering development programs through all phases of the life cycle, with a focus on delivering value.

The Controls Engineering PMO team is responsible for enforcing and maintaining engineering procedures and best practices that help in the completion of NPI programs on time and on budget, while managing risks and continuously communicating with Controls leadership. The primary focus is to lead and facilitate the engineering scope execution of Controls Product Line funded New Product Introduction (NPI) engineering development programs lifecycle. The team strives to make incremental continuous improvement while following standard work, and removing waste from management of project execution

As a key leadership position within the organization, it is essential for effective operation through active management of project execution, risks, and mitigations to meet our commitments to the business, while managing metrics and dashboards to ensure quality, efficiency, and effectiveness of the team.

Job Description

Essential Functions
-Manage Controls Engineering R&D program deck in accordance with Gas Power Engineering Program Managers Standard Work Procedure.

-Evaluate new R&D programs against program requirements for assigning a program manager and balance programs amongst PMs.

-Lead PMO through yearly Budget process, including necessary funding for labor, SW&L, and P&E

-Facilitate R&D Monthly Program Operating Reviews with a focus on highlighting and mitigating problems.

-NPI Council preparation in conjunction with Controls Product Management, focusing on tracking/resolving potential budget challenges, and participate in NPI Council.

-Use Lean principles to manage R&D Spend KPI, NPI OTD % (DRs) KPIs, as well as metrics for NPI OTD % (AIs), SW&L Spend Variance, and Uncommitted SW&L conversion. For KPIs, create an action plan and for metrics, share observations when red.

-Support Controls PMO team as the People Leader, focusing on: supporting PMs on day-to-day challenges with programs, improving monthly Program Ops Reviews (encourage more candid and open discussions, more focused on solving issues as a team)

-Work with PMO Product Owner to ensure PMO backlog is managed, including Sprint and PI Planning, as well as daily management of PMO dashboard queries.

-Lead Continuous improvement based on SQDC: (Quality) Track NPI programs PRD updates for improved program plan and S2 execution, (Delivery) Establish Daily Management Lean practices with PMO team to help improve program management, (Cost) Run monthly NPI Council prep, focused on tracking/resolving potential budget challenges, (Safety) keep focus on Safety through safety moments during staff meetings.

-Celebrate and share PMO wins and application of Lean principles and techniques to recognize success and leverage lessons learned.

-Customers & Strategy: Engage in long range forecasting technology discussions, and prepare team for incoming demand/technology.

Basic Qualifications
-Minimum 8 years of experience in engineering or R&D program/project management of

engineered systems.

-Bachelor of Science in Engineering, Mathematics, or Computer Science.

-Exceptional communication skills and the ability to interface with leadership with confidence
and clarity

Desired Characteristics

-Project Management Professional (PMP) certification

-Knowledge of project tracking tools, processes, and practices
-Engineering Program graduate or advanced engineering degree
-Prior experience in electronic hardware or software development, preferably embedded
control systems or the configuration thereof
-Knowledgeable of engineering, manufacturing and customer service processes
-Strong organizational/ project execution skills and prior success in working with or leading
cross-functional teams
-Customer satisfaction mind set. Customer-focused with clear, concise written and oral communications to the appropriate level
-Demonstrated leadership, team building, and communication skills, ability to coach and teach others
-Practitioner and subject matter expert of R&D

-Experience in the power generation industry

-Appropriate experience driving process improvement, preferably within an Engineering organization

-Demonstrated ability to challenge the status quo and drive continuous improvement

-Proven to be effective driving outcomes in a large, globally matrixed organization

-Comfortable with conflict but leads as a collaborator, facilitator and strong partner

-Critical, systems thinker with the ability to bring others along, even those with conflicting priorities

-Strong analytical skills; data-driven but decisive despite ambiguity

The base pay range for this position is 131,700.00 - 219,300.00 USD Annual. The specific pay offered may be influenced by a variety of factors, including the candidate's experience, education, and skill set. This position is also eligible for a 15% bonus.
