Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Job Duties and Responsibilities:
OBH manages and delivers the services and supports necessary to improve the quality of life for citizens with mental illness and addictive disorders. The agency acts as a monitor and subject matter consultant for Medicaid's Coordinated System of Care contract and the Healthy Louisiana plans, which manages specialized behavioral health services. OBH also delivers direct care through grants, state-owned hospitals, and oversight of behavioral health community-based treatment programs through the human services districts and authorities, also known as local governing entities (LGEs). Services are provided for Medicaid and non-Medicaid eligible populations.
Duties performed should support the overall purpose of OBH while working to further the OBH vision through the delivery of timely, person-centered, clinically effective, behavioral health and healthcare supports so that residents of Louisiana can experience positive behavioral health outcomes and contribute meaningfully to Louisiana's growth and development.
Efforts should focus around building and providing a comprehensive, integrated, person-centered system of prevention and treatment services that promote recovery and resilience for all citizens of Louisiana. Further, OBH should ensure that these behavioral health services are accessible, have a positive impact, are culturally and clinically competent, and delivered in partnership with all stakeholders.
OCCUPATIONAL SUMMARY:
This position will be integral to the implementation of the below described initiative within the OBH Fiscal Unit under Grants Management. As of 2024, Louisiana currently has six providers participating in SAMHSA's Certified Community Behavioral Health Clinic (CCBHC) program. A CCBHC is a specially designated clinic that provides a comprehensive range of mental health and substance use services to vulnerable populations, and must serve anyone who walks through the door regardless of residence, diagnosis, or insurance status. They must directly provide (or contract with partner organizations to provide) nine types of services, with an emphasis on the provision of 24-hour crisis care, evidence-based practices, care coordination with local primary care and hospital partners, and integration with primary care.
CCBHCs dramatically increase access to care, expand the state's capacity to address the overdose crisis, reduce mental-health related hospitalizations, help address the workforce shortage, and create innovative partnerships with law enforcement, schools and hospitals to improve care. The CCBHC model is recognized nationally as an outcomes driven approach to integrated health care, and a critical part of the health care delivery system. OBH is implementing a CCBHC initiative with the objectives of (1) developing the Louisiana CCBHC Certification Program, (2) certifying the six existing CCBHCs, (3) identifying reimbursement options, and (4) recruiting and preparing new CCBHCs to ensure statewide coverage.
Essential Functions:
50% Direct and manage activities related to the CCBHC program which may be funded through CCBHC grant funding as well as other state and federal discretionary and non-discretionary Federal grants. Activities include analysis of projected funding levels and budget development by both state fiscal year and grant year, analysis of grant requirements and impact on statewide activities, development of cost allocation statistics and related Federal Grant expenditure requirements/assurances, and potential interaction with Legislature, Federal agencies, contract agencies, and private citizens regarding discretionary and non-discretionary grant funded programs. Assist in providing fiscal and contract related guidance and feedback as it relates to contract related processes.
30% Serve as a liaison between LDH Management and OBH program staff to review mandated end of the year, Federal Fiscal Reports that are due to Federal agencies yearly. Monitor expenses and provide budget analysis and projected forecasts by both state fiscal year and grant year for all active and close-out grants to the Administration Division Budget section, upon request. Assist OBH program staff with any fiscal reporting that is due during any applicable grant award periods as well as conclusion of the grant and or contract period.
15% Provide technical assistance and guidance in fiscal-related matters for Contractors and OBH programmatic staff who monitors the contracted provider(s). Prepares reports and analyses, conducts research, and participates in special projects.
5% Perform other duties as assigned by supervisor or OBH leadership as needed.
