About the Position

Dexis Professional Services (DPS) is seeking a Program Manager to provide on-site support to the Department of Homeland Security's (DHS) Office of the Chief Human Capital Officer (OCHCO). The Program Manager will provide support to the OCHCO Front Office and select OCHCO offices by sustaining OCHCO operations in the areas of acquisition and procurement administration, budget formulation and execution, and administrative support, and surge support as necessary. The Program Manager will be responsible for performing day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations including organizing, directing, and coordinating planning and production of all contract support activities.

OCHCO is responsible for HR services for the Department of Homeland Security. OCHCO fulfills its congressionally mandated mission requirements through various Components, Divisions and the Business Operations that support OCHCO. The OCHCO Front Office, led by the Chief of Staff, ensures necessary collaboration, execution, monitoring, and completion of actions; provides strategic guidance; coordinates internal/external communication, executive correspondence, integration, and special projects, and administration to ensure efficient and effective organization success; provides financial management, contract management, facilities management, space management, quality assurance, and administrative support functions.

This full-time position is located in the Washington, D.C. area and is required to be on-site full time, subject to change if requirements shift. This position is contingent upon contract award.
Responsibilities
  • Oversee and lead the day-to-day administration and programmatic aspects of the contract.
  • Lead the team ensuring collaboration, coordination and clear internal team communication.
  • Consistently take steps to understand OCHCO crucial business issues and opportunities.
  • Assist the Government in tracking and monitoring programs, projects, resource utilization, acquisitions, and contract vehicles to advance strategic goals.
  • Identify and propose improvements to OCHCO infrastructure, framework, processes and services.
  • Share the risks and responsibilities of joint implementations and initiatives.
  • Ensure products and services deliver tangible and meaningful business benefits.
  • Hold regular program review meetings with the COR and Dexis HQ and deliver monthly status reports on budget, deliverables, staffing, and risks.
  • Ensure deliverable and resource quality and on time delivery; maintain a repository of all program deliverables.
  • Recommend the most efficient use of assets and maximize cost savings taking into account assets and services that can be reused or shared.
  • Maintain positive and enthusiastic relationships with the client and relevant DHS stakeholders.
  • Maintain open communication and work collaboratively with Dexis' Program Management Unit to manage contract compliance adhering to Dexis and DHS protocols and guidance.
  • Ensure deliverables, products, services, and personnel meet government needs and expectations.
  • Develop and maintain a team work plan to effectively operationalize and execute the client's strategic objectives for this contract.
  • Lead the team's efforts, convey the clients' and stakeholders' knowledge needs and translate those needs into relevant products, tools, and data collection efforts for the team to execute.
  • Lead quality assurance and ensure technical excellence of work of the contract and team; ensure deliverables and products are delivered on time and are of a quality acceptable to both the client and Dexis.
  • Track tasks and deliverables across the contract, working to mitigate risk and ensure the high quality of deliverables and manage workloads of team members.
  • Maintain positive team morale and culture.
  • Other duties as assigned.
Qualifications
  • Ability to pass department of Homeland Security background investigation and be eligible for EOD suitability.
  • Bachelor's degree from an accredited university.
  • At least five years of progressively responsible supervisory work experience including direct supervision of senior professional and support staff and assembling teams of professionals to respond to complex assignments; minimum of six years total professional experience.
  • Demonstrated knowledge of USG contracting rules and regulations, preferably with DHS.
  • Functional command of Microsoft Word and Excel.
  • Detail-oriented, flexible, and sound professional.
  • Excellent verbal and written communications skills.
  • Ability to take responsibility for multiple tasks/projects and deadlines simultaneously.
Preferred Qualifications
  • Demonstrated experience providing lifecycle contractor support and services to DHS.
  • Experience in acquisition and procurement administration, including procurement request execution and administration, and contract and undelivered order closeouts.
  • Experience in budget formulation and execution.
  • Familiarity with the DHS FFMS and PRISM systems.
  • Experience with event planning and execution.


Below is the pay range aligned with this position. When developing a range, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidate's qualification, relevant education and experience, skills, performance, and organizational needs.

Dexis pay range for this role:

$84,000-$95,000 USD
