The Department of Permitting Services (DPS) primary mission is to promote the health safety, welfare, and economic well-being of residents, businesses, and communities in Montgomery County with timely, professional, transparent, and consistent review and processing of plans and permits and thorough inspections of structures, rights-of-way, and development.

About the Position:

The Department is seeking a Program Manager II (Field Supervisor-ROW) to join its team. This position will supervise inspectors who conduct full performance-level inspections, evaluations, and compliance with right-of-way (ROW) requirements per Chapter 49 of the Montgomery County Code. Inspections include roadway construction sites, storm drainage structures and systems, driveway construction, streetscape, roadside trees, traffic control, utility work, and general restoration within the public ROW to ensure compliance with approved plans, standards, and permit requirements.

What you will be doing:
  • Enforce established work policies and procedures.
  • Oversee the coordination and distribution of work assignments and the scheduling of inspectors.
  • Provide expert technical advice and guidance to field inspectors; conduct the most complex inspections.
  • Ensure the timely completion of inspections and the submission of reports in the INFOR database system.
  • Conduct supervisory quality control inspections.
  • Evaluate staff performance and conduct team and one-on-one training.
  • Address grievances, escalated complaints, and special assignments.
  • Work collaboratively with department staff, other departments, customers, contractors, and internal/external partners.

As part of the management team, the person in this position helps develop, implement, and evaluate the quality control program, analyzes data to develop recommendations for improving inspections, and may serve as the liaison to other County departments and outside agencies such as MC DOT, DGS, MCPS, MSHA, MNCPPC, DHCA, 311, and public utility companies.

Minimum Qualifications

Experience: Thorough f ive (5)years professional experience in ROW inspection and compliance , construction management, road-way standards, or ROW land use. Supervisory experience is required.

Education: Graduation from an accredited college or university with a Bachelor's Degree in a related engineering or technical field

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

Probationary Period:

Individuals appointed to a position in this class will be required to serve a probationary period of twelve (12) months and, if promoted, to a position in this class, will be required to serve a probationary period of six (6) months. Performance will be carefully evaluated during the probationary period. Continuation in this class will be contingent upon successful completion of the probationary period.

Preferred Criteria

There are no preferred criteria assessments. All will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

1. Experience in analyzing and applying applicable County code chapter 49, MC DOT construction methods and design standards including enforcement.

2. Experience in supervising and directing the work of field inspectors, providing oversight, evaluating performance, mentoring, and addressing performance.

3. Experience in providing front-line customer services to residents, contractors, engineers, developers, and lawyers.

4. Computer Applications, i.e., Microsoft 365
