Job Responsibilities

Supervises the administration and coordination of the MPOs and COGs to fulfill their federal and state transportation planning requirements, including but not limited to, supervising four (4) regional planners while ensuring the submittal, review, and invoicing of the Unified Planning Work Program and the Rural Planning Work Program are performed in an efficient manner. Ensures that the regional planners are trained and informed for MPO/COG meetings. Ensures that the Planning Agreements with MPOs/COGs are submitted, reviewed, and monitored accordingly. Provides oversight to planning fund allocations and invoicing. Provides reporting to monitor performance feedback of goals, objectives, and program targets. Assists in providing oversight and department representation at MPO and COG meetings. Ensures MPO and COG compliance with Act 114 requirements. Ensures the oversight and coordination for the MPO and COG Long Range Transportation Plans, bike/ped plans, congestion management plans, etc.
Directs the development and implementation of regional programs including regional mobility, active transportation, State Planning and Research Work Program, and Transportation Alternatives Program. Supervises the development of the Statewide Transportation Improvement Program (STIP). Responsible for STIP updates every 4 years. Ensures that the STIP and the Transportation Improvement Plan (TIP) are streamlined for efficiency and accuracy. Ensures TIP and STIP updates are transmitted efficiently and accurately for Commission approval. Coordinates with MPOs, COGs, and internal staff to update programs and project information.
Prepares correspondence as required for the Commission, Secretary of Transportation, and Deputy Secretary for Planning. Supervises and ensures the management of the Public Participation Plan (PPP) is updated and prescribed accordingly. Ensures that STIP activities comply with the PPP. Ensures stakeholder involvement complies with PPP. Performs other related duties as assigned.
Minimum and Additional Requirements
A bachelor's degree and seven and one-half (7.5) years of relevant program management experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.
The physical demands for the essential functions includes sitting or standing at a desk for an extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside normal business hours.
