The Naval Surface Warfare Center Panama City Division (NSWC PCD) Littoral & Mine Warfare Department has a requirement to support the development, deployment and sustainment of the Mine Warfare and Environmental Decision Aids Library (MEDAL) Program that provides mine warfare situational awareness, mission planning and evaluation, and asset management software to support existing and emerging mine warfare missions, users, and systems. MEDAL software products will be installed on Mine Warfare (MIW) resources via host or expeditionary computing systems in order to provide resident users with the ability to access MIW tools and data repositories. MEDAL provides MIW planners with the ability to create, display, evaluate, assess, and store MIW mission plans for individual MIW resources, in specific environments, against particular threats. The current implementation of MEDAL is known as MEDAL Enterprise Architecture (MEDAL EA) and consists of a suite of software tools that collectively support mission planning and evaluation of Mine Countermeasures (MCM) and Mining missions for US Naval forces. This Performance Work Statement (PWS) identifies Contractor requirements to provide programmatic, financial reporting, in-service engineering services, software sustainment activities, software development, training, testing and technical support for the MEDAL program.

Roles/Responsibilities:
- Communicate with the government Contracting Officer and government technical leads in managing to Performance Work Statement (PWS) and contract requirements.
- Provide oversight and facilitation of technical work product development against established milestone and contract deliverable requirements.
- Promote program process improvement based upon customer feedback and evaluations against established performance criteria.
- Perform defined activities per established Quality Management System processes and product requirements.
- Participate in system testing for software system baselines prior to deployment, as may be deemed appropriate by the customer.
- Support engineering staffing to project needs and requirements per program labor category seniority labor mix criteria.
- Hold quarterly progress reviews with TMC Technical Solutions Team (TTST) Subject Matter Experts and TMC Executive Management.
- Establish a technical basis of understanding for the customer environment and needs so that all contract deliverables meet or exceed customer expectations.
- Leverage TMC Intellectual Property (IP) to the benefit of the Navy customer, where deemed appropriate as a value added offering from TMC.
- Negotiate appropriate support for any TMC IP leveraged to the benefit of the program.
- Manage to program cost constraints and maintain acceptable cost variance thresholds.
Job Requirements
Required Qualifications
- Bachelor's degree in engineering, science, computer science, mathematics, or operations research from an accredited university.
- Nine years of progressively responsible civilian or military professional experience and demonstrated experience in managing and directing the efforts of diverse task teams supporting the U.S. Navy systems being developed, modified, or supported and experience managing engineering support services task orders.
Desired Qualifications:
- Experience managing $10M or larger government contracts
- Full lifecycle software and systems engineering support
- Experience with ISO 9000, CMMI, and IT Infrastructure Library (ITIL) processes
- Certified Project Management Professional (PMP) preferred
- Agile/SCRUM software experience and/or certifications would be highly beneficial
