Position Summary

The Program Manager is responsible for oversight of VIVA Counseling, an outpatient mental health program that is part of Lifeline. Lifeline is a non-profit that is well known for fostering a supportive team culture and for being an outstanding place to work and grow. VIVA Counseling primarily provides therapy within the Vista and Oceanside School districts.

The Program Manager's office is based at Lifeline's Vista location but there is flexibility to allow some telecommuting. The Program Manager manages the daily activities of the program, providing clinical and administrative oversight to ensure that program services and processes meet client needs, legal and ethical standards, and contract expectations. This Program Manager position requires current a current BBS license (LMFT, LCSW, LPCC). At least 2 years post-licensure is preferred. Required Qualifications
  • MA degree in social work, counseling, or psychology.
  • Must be licensed by California Board of Behavioral Sciences (LMFT, LCSW, or LPCC).
  • 2 years post-licensure preferred. Strong background in direct services.
  • Management experience preferred but not required.
  • Must possess management skills.
  • Experience working with justice-involved youth and substance abuse is a plus.


Responsibilities

Duties include but are not limited to:
  • Provides clinical and administrative supervision to associate and licensed clinicians, including orientation, individual and group supervision and evaluation of performance.
  • Conducts outreach and engagement activities in school and community settings. Outreach activities are to increase awareness of the program and services, to create and maintain a consistent stream of referrals.
  • Assists with recruitment, hiring, training and scheduling of program staff, including clinicians, peer support partners and administrative support staff.
  • Fosters and a team culture that is supportive, strength-based, accountable and values team morale.


  • Develops and updates procedures to ensure successful program operation.
  • Completes reports as required by the contract and agency.
  • Ensures quality assurance through direct monitoring of clinicians, client satisfaction surveys,

    chart review, peer review and related activities to insure quality of services.
  • Trains and oversees program compliance with legal and ethical standards, including HIPAA,

    informed consent and child abuse reporting.
  • Participates in other duties as assigned.


Schedule/Compensation
  • FT Exempt position - Flexible hours (may include evening and weekends)
  • $80-$95K Salary will commensurate with experience and education. Differential pay offered for bilingual skills. EEO.


Additional Requirements
  • Must have a valid driver's license and reliable transportation with a good driving record.
  • Willing to use own, properly insured, reliable vehicle for the job (mileage reimbursed).
  • Employment subject to clearances, including background finger printing checks, driving record, tuberculosis testing, and drug testing.
