The Program Manager (PM) supports the Department of Homeland Security (DHS)
Cybersecurity and Infrastructure Security Agency (CISA) Cybersecurity Division (CSD)
in project management, essential strategy and policy support, and technical assistance
services to support cybersecurity missions. The PM is responsible for the program
management, project management, and technical aspects of supporting the
Government in its development of cyber security strategies and policies, managing the
performance of cyber security programs and special projects, preparing for, and
responding to cyber events, and developing relationships between cyber security
stakeholders within and among the private and public sectors. TASK DESCRIPTION
Provide strategic advice, technical guidance and expertise to program and project staff.
Consult with the customer to ensure adherence to contractual obligations.
Provide detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues.
Supervise studies and leading surveys to collect and analyze data to provide advice and recommend solutions.
Manage a large, matrixed, and remote workforce, including sub-contractors.
Develop and maintain a Project Management Plan (PMP) describing the technical approach, organizational resources, and management controls to be employed to meet the cost, performance, and schedule requirements throughout the execution of the program. Provide CSD stakeholder engagement and relationship management to enable all aspects of Division/Sub-Division strategic planning, performance management, enterprise resourcing, and initiative leadership.
Develop, track, and conduct analysis of CSD Program and Business Operations related metrics.
Provide performance metrics tracking and management support to Division/Sub- Division programs and projects to include implementations, migrations, and operations.
Support the development and maintenance of CSD strategies, which establish linkage among planning elements such as vision, mission, goals, objectives, strategies, performance management initiatives and multi-year planning activities.
Support CSD Budget Formulation, Execution and Management REQUIRED QUALIFICATIONS
Previous experience supporting DHS CISA Programs
Active Top-Secret Clearance required
Shall have more than 10 years of experience
Able to manage all programs with no supervision required DESIRED QUALIFICATIONS
Previous experience working with DHS CISA CSD organization
