Reporting to the Program Director - Rehabilitation and Reintegration, the Manager is responsible for the safe and efficient management of a specialized, PHSA funded program that will serve the needs of youth and young adults age 17-24 with serious and complex challenges related to:
The incumbent has the responsibility to operate the Program in a manner consistent with the mission, policies and philosophy of Coast Mental Health Society, mental health and addiction evidence-based practices, and in accordance to contractual requirements that include:
The Manager oversees the development of program policies, procedures and practice protocols and is responsible for their effectiveness and implementation.
Additionally, the Manager ensures that the program creates supportive, accepting and safe environment for two-spirit and/or lesbian, gay, non-binary individuals who will have the opportunity to work on any sexuality and/or gender issues they wish to address as part of their recovery journey.

Goal Statement: Provincial Specialized Substance Use Treatment program for Youth / Young Adults Program provides treatment, counselling and psychosocial rehabilitation services to youth / young adult clients, facilitates their recovery by helping them to take charge of their physical, mental, spiritual, social and recreational needs, and assists with their reintegration to the community.

COMMUNITY RELATIONS:
Goal Statement: As a leader in community-based mental health care in British Columbia, Coast Mental Health has an important responsibility to support the development of positive community attitudes and appropriate community supports for people with mental illness. The Manager:
Collaboration with the First Nations Health Authority, the BC Association of Aboriginal FriendshipCentres (BCAAFC), the Metis Nation of BC, and other Indigenous partners and communities is an integral part of the manager's community relations responsibilities. Such connections will help to inform the introduction of traditional healing approaches and other Indigenous wellness practices as part of the program's cultural programming.
OTHER:
SUPERVISION
The Manager is directly responsible for the management of the program's interdisciplinary staff group, casual employees working in the program, as well as volunteers, contractors and students.
AUTHORITY
In consultation with the program Director and HR department, hires and disciplines staff up to and including dismissal.
Degree/Diploma:Graduation from an approved school of Nursing with current practicing membership with the BC College of Nurses and Midwives (BCCNM)
Training/Certificate:First Aid Certificate, Food Safe Certificate, NVCI Certificate
Knowledge:
Professional Association Requirement:PPSR Canada or other professional association preferred but not required
Current Registration with BCCNM as an RPN/RN with good standing
At least five years' experience in the mental health and addictions field.
A minimum of three years of supervisory and administrative experience in a Human Service field.
A proven record of program development and implementation.

- Vulnerability to homelessness, victimization, domestic violence, trauma, poverty, and social isolation
- Experiences of trauma and adverse childhood experiences (ACEs)
- Increased likelihood of repeat emergency department visits and hospitalization.

- Oversees all aspects of the program functioning, including structured and unstructured recovery-focused programming delivered by a multidisciplinary team, professional contractors, and volunteers. Develops and evaluates the Program's recovery-oriented services.
- Assesses and manages clients' needs by employing strengths-based approaches, trauma-informed practices, and using the principles of the psychosocial rehabilitation model.
- Ensures implementation of appropriate interventions, including crisis management.
- Ensures care planning and recordkeeping are kept up to date.
- Liaises with community health professionals.
- Oversees the meal program, purchasing, storage of supplies, etc.

- Interviews, hires, orients and trains suitable staff.
- Schedules staff, including overtime authorization.
- Performs regular and probationary performance appraisals of staff in a timely manner.
- Ensures ongoing staff support, performance counselling, training and education.
- Ensures compliance with the collective agreement
- Ensures personnel procedures are being consistently followed.
- Provides progressive discipline, as necessary.
- Maintains personnel records.
- Reviews and resolves to Stage 1 all grievances and supports further dispositions of the grievances.
- Ensures that payroll is completed in a timely manner and updates staff records accordingly.
FINANCIAL MANAGEMENT:
Goal Statement: The taxpayers fund the bulk of the Program; therefore, the program's budget must be administered wisely and prudently. Under the direction of the senior manager, the Manager:
- Helps prepare annual budget.
- Controls designated expenditures in accordance with approved budget.
- Oversees management of petty cash fund and visa accounts.
- Codes and ensures payment of bills.
- Completes monthly billings.
- Ensures collection of rents and other payables, as required.
PROPERTY MANAGEMENT:
Goal Statement: Coast strives to maintain the residing properties to appropriate city and provincial health and safety standards. In consultation with BC Housing, the Manager:
- Ensures ongoing upkeep of the facility.
- Ensures emergency repairs are completed in a timely manner.
- Ensures the residences are safe at all times.
- Ensures fire drills are done monthly and fire alarms/exits are maintained.
- Replaces furniture, floor coverings, etc. as necessary.
- Oversees purchase and storage of janitorial supplies.
COMMUNITY RELATIONS:
Goal Statement: As a leader in community-based mental health care in British Columbia, Coast Mental Health has an important responsibility to support the development of positive community attitudes and appropriate community supports for people with mental illness. The Manager:
- Liaises with relevant professional, government and community agencies, including BCMHSUS, PHSA, Indigenous Communities, etc.
- Represents the Program in the immediate neighbourhood of the program.
- Represents Coast Mental Health to the broader lay and professional community.
Collaboration with the First Nations Health Authority, the BC Association of Aboriginal FriendshipCentres (BCAAFC), the Metis Nation of BC, and other Indigenous partners and communities is an integral part of the manager's community relations responsibilities.
