Background Information
The Ministry of Transportation continues on its digital and data transformation journey through innovation, data sharing, modernization of its legacy IT systems and modernized business processes creating more choice through on-line digital channels. The ministry will continue to leverage digital and data assets more effectively to meet expectations of modern clients, while taking clear steps to protect people's online privacy and rights.
MTO Data and Information Services (MDIS)
o MDIS establishes the foundation for an organization that is data-driven, innovative, client focused and future ready. MDIS will empower MTO to capitalize on existing data and improve information sharing with stakeholders.
o MDIS will compliment Ontario's Digital and Data Strategy, which is intended to explore new opportunities for the use of MTOs data assets across the province.
o MDIS was developed with an Agile, product-centric approach and the MDIS Minimum Viable Product (MVP) documentation was shared and reviewed broadly across the ministry at MDIS Governances checkpoints and updated accordingly.
o The implementation and outcomes for the strategy are dependent on the activation of new or enhancement to existing Ministry capabilities. The MTO Data and Information Services defines capabilities that are necessary to realize the MDIS outcomes
o The MDIS Action Plan document expands on these capabilities, defining specific goals, benefits, and approaches to activate these capabilities for MTO. These capabilities will be iteratively activated over specific strategic time horizons following executive approval. Iteration allows for adjustments, integration with other parallel capability activations, and provides responsiveness to evolving business goals.
The ministry requires a Program Manager/Strategic Advisor to support and coordinate various streams of work to support MDIS implementation across ministry divisions including monitoring timelines and maintaining MDIS schedule.
Responsibilities/Assignment Deliverables
Support the MDIS to:
(1) Manage and coordinate various streams of work.
(2) Ensure MDIS is delivered cost effectively and efficiently, and in compliance with organization's methodologies, standards and frameworks.
(3) Support MDIS strategic planning and implementation
The consultant shall perform the following Services and Deliverables:
Schedule, attend and participate in planning and collaboration meetings
Document and follow up on important actions and decisions from meetings
Support the team in the preparation of necessary presentation materials
Support team in ensuring that project deadlines are met
Provide administrative support as needed
Undertake project tasks as required
Maintain MDIS artefacts in alignment with the established program management framework and methodologies
Ensuring all documentation is maintained appropriately
Provide support for program governance activities
Co-ordinate and contribute to reporting and briefing materials for various levels of management
Support MDIS teams in the identification and management of issues and risks
Support MDIS teams in sprint planning and tracking using collaboration management tools
Create and maintain comprehensive supporting documentation as required
Resource may be assigned to additional and/or other projects as required
Skill Set / Experience Required
Experience providing program management support for a large, diverse program with an established program management framework
Experience with identification of risk events and issues before they occur so that proper mitigation strategies can be developed
Experience with co-ordinating and contributing to reporting and briefing materials
Experience with creation of diagrams to visualize and specify requirements and/or concepts
Experience with advising on strategic planning best practices and deliverables
Excellent analytical, problem-solving and decision-making skills
Strong interpersonal skills capable of maintaining strong relationships
Strong presentation, verbal and written communication skills
Solid organization and multitasking skills
Ability to pay attention to detail and think ahead
A team player with a track record for meeting deadlines and delivering high profile, complex initiatives
