Job Description:The PM shall ensure the Contractor's performance complies with all contractual requirements. The PM shall be the primary point of contact for the work to be performed. This PM shall have sufficient corporate authority to direct, execute, and
control all contractor staff and its subcontractors providing support services. The Program Manager shall be a single point of contact for the Contracting Officer/Contract Specialist (CS) and the COR. The Program Manager shall be available to the COR via telephone between the hours of 9 AM and 5 PM EST, Monday through Friday. The Program Manager shall respond to a request for discussion or resolution of technical problems within 2 hours of notification. Provide the management and functional support needed to manage all aspects of delivery of the CISOD support services defined in this requirement. Program management activities include, but are not limited to: Transition planning. Special project planning. Resource management. Quality assurance, Risk management. Status and problem reporting, Administrative support. Ensure that all COR-approved projects under this requirement are executed following the concepts in the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) guide. For each project, prepare a Project Management Plan describing the technical approach, organizational resources, risk management, communication management, and other management controls to be employed to meet the cost, performance, and schedule requirements throughout task order execution.
Provide reports on the full range of services required under this contract to the COR, the Program Managers, and the DHS Deputy CISO. In addition to progress reporting, the Contractor shall inform the designated Government DHS Program Managers and COR of any issues, problems, and recommendations for the overall efficient accomplishment of the contract and task order goals. Recommendations for actions that need to be taken by DHS staff, or other Contractors, shall be clearly defined and communicated to the responsible DHS party, and have identified dates for completion. For special projects, the Contractor shall provide monthly project status reports focused on the successful accomplishment of major
milestones/deliverables within the planned project schedule and costs. Project reporting shall also address any issues, problems, risks, or concerns that could negatively impact the project.
Support recurring status Meetings, Reviews, and Conferences by preparing and delivering Meeting Agendas, Meeting Minutes, Presentation Materials, and an Action Item List for each meeting, review and/or conference. Notify the Government of its readiness prior to the start of any meeting, review, and/or conference. The following instructions are applicable to all meetings, reviews and/or conferences: a) All meetings, reviews, and/or conferences will be held at DHS facilities
in the Washington, DC metro area or via teleconference, unless directed otherwise by the Government. Propose a date for the meeting, review and/or conference for the Contracting Officer's Representative (CORs) approval. b) For all presentations, the Government reserves the right to revise the agenda and/or presentation materials. Provide appropriate Contractor personnel available to respond to Government questions. Prepare and deliver a summary of open, pending, and closed action items and presentation materials five (5) days prior to the start of each scheduled conference, meeting, and/or review. Each assigned action item shall have a due date and responsible Government or Contractor person(s) assigned, who shall provide the status of the action at agreed upon intervals until the action is closed. In the event an action item cannot be closed promptly, a plan of action shall be developed for closure.
Minimum Qualifications: Bachelor's Degree in Computer Science or related field. Minimum 10 years of experience. Must currently hold an active Top Secret clearance
