In October 2018, CSS launched New York State's first health insurance ombudsman program targeting the needs of people with mental health conditions and/or substance use disorders, Community Health Access to Addiction and Mental Healthcare Project (CHAMP) in partnership with the Office of Addiction Services and Supports (OASAS) and the Office of Mental Health. CHAMP operates statewide through a toll-free live-answer helpline and in partnership with nine regional community-based organizations and three specialist organizations. CHAMP's goal is to help consumers navigate and secure mental health and substance use disorder benefits through their health insurance plans.
CHAMP seeks a highly motivated and organized professional to fill the position of Program Manager, which will manage CHAMP's network of CBOs and Specialist partner agencies.

Salary and Benefits: The annual salary for this position is $90,000 to $95,000, depending on experience. CHAMP seeks a highly motivated and organized professional to fill the position of Program Manager, which will manage CHAMP's network of CBOs and Specialist partner agencies.
Job Description:
- Manage CHAMP network of CBOs and Specialists, including monitoring of deliverables;
- Oversee the management and processing of network partner contracts, invoices, and budgets;
- Work closely with CHAMP Supervising Attorney, CHAMP Helpline Manager, and State Ombudsman Project Director (based at OASAS);
- Supervise several CHAMP Health Counselors and/or other CHAMP staff;
- Work with CHAMP Supervising Attorney to compile reports regarding CHAMP's deliverables, statistics, administration, and reporting of systemic issues;
- Conduct site visits to CBOs throughout New York State, as needed;
- Organize CHAMP's annual two-day Intensive Training, which takes place in Albany, NY or virtually;
- Develop and manage CHAMP's monthly meeting training schedule;
- Write policy updates for CHAMP monthly meetings;
- Identify trends and issues encountered by CHAMP advocates;
- Provide back-up supervision to the CHAMP Helpline as needed, including one after-hours shift per week (until 7pm); and
- Other duties as determined in consultation with the CHAMP Supervising Attorney.
Job Qualifications:
- Advanced degree in Public Health, Public Administration, Law, Social Work, or related field preferred.
- Minimum of five years of experience working in nonprofit and public policy agencies with expertise in consumer health insurance assistance and/or public health insurance programs.
- Previous supervisory experience preferred.
- Experience working with people with substance use disorders and mental health conditions is strongly preferred.
- Experience coordinating workflow within an office is required.
- Strong organizational, written, and oral communication skills required.
- Ability to travel to upstate New York 5 to 10 times a year required.
- Ability to work independently and under pressure required.
- Experience using Salesforce or other databases preferred.
