Program Manager Overview
The Program Manager will play a crucial role in assisting Division Managers with the oversight and management of best practices, policies, procedures, and processes within the Leisure Services Department. This position involves updating and maintaining the department's Administrative Procedures Manual, supporting long-range goal development, coordinating employee training, and enhancing communication and marketing efforts. The Program Manager will also handle special projects, technology administration, and strategic planning for the department.

Key Responsibilities
  • Policy and Procedure Management: Assist Division Managers in overseeing and implementing best management policies, procedures, and processes. Update and maintain the department's Administrative Procedures Manual, and support divisions in updating their procedures, processes, and business rules.
  • Goal Development: Support the Director in developing long-range goals and objectives for the department.
  • Training and Development: Collaborate with Division Managers to develop, coordinate, and facilitate employee training and development programs. Create teambuilding exercises for management and staff.
  • Communications and Marketing: Contribute to the department's engagement, marketing, and communications programs. Develop and manage content for advisories, bulletins, brochures, newsletters, the department website, and social media platforms.
  • Event Coordination: Assist in coordinating special presentations, press conferences, grand openings, and ribbon cuttings. Prepare and deliver oral and written presentations.
  • Representation and Committee Participation: Represent the Director and/or Division Managers as directed and serve on county-wide committees as needed.
  • Technology Administration: Assist Division Managers with technology software upgrades and installations. Test new applications, provide internal technical support, and manage the department's computer budget. Coordinate computer equipment, including leasing with the IT department.
  • Capital and Asset Management: Prepare the department's Capital Improvement Plan and coordinate the Fleet and Facilities Maintenance Program. Conduct asset inventories, facility analyses, and develop end-of-life cycle replacement strategies.
  • Strategic Planning: Oversee the development and management of the department/divisions' strategic plans in collaboration with Division Managers and the Department Director.
  • Software and Systems Management: Administer recreation software, work order management systems, website content management systems, social media sites, smartphone applications, and email distribution systems.
  • Leadership and Training: Provide leadership, support, and staff development, including customer service training, system training for new employees, technical training, and training on new procedures and software modules.
  • Technical Needs and Trends: Assist in defining technical equipment needs and assess technology and trends through professional and benchmarking activities. Collaborate with IT technical support as needed.
  • Special Projects: Undertake any other special projects as requested by the Director or Division Managers.

Qualifications
  • Strong organizational, leadership, and communication skills.
  • Experience in policy and procedure management, training coordination, and project management.
  • Proficiency in managing communications, marketing materials, and digital content.
  • Technical knowledge related to software systems, technology upgrades, and IT coordination.
  • Ability to handle multiple tasks, prioritize effectively, and work independently.
