Program Manager (PM) - Flagship Government Program
We are seeking an experienced Program Manager (PM) to lead a high-visibility, mission-critical program supporting a key government customer. The PM will be responsible for the successful execution of the contract, ensuring cost, schedule, and performance objectives are met. This role serves as the primary liaison between the Contracting Officer (CO), Contracting Officer's Representative (COR), Government Program Manager, and the Contractor's senior leadership.
The PM will play a pivotal role in program oversight, contributing expertise in cost management, schedule tracking, contract performance, risk mitigation, requirements analysis, and quality assurance. The ideal candidate will possess exceptional communication skills to effectively lead technical teams, provide strategic direction, and deliver transparent reporting on program progress, challenges, and solutions.

Key Responsibilities
- Program Leadership & Oversight
- Serve as the primary point of contact for all program-related communications and decision-making.
- Ensure efficient and effective execution of contract requirements.
- Direct technical teams and oversee performance to meet Government objectives.
- Resource & Financial Management
- Allocate resources, including personnel, facilities, and budget, to optimize program execution.
- Review and approve financial reports, including earned value metrics, Estimate to Complete (ETC), and expenditure reports.
- Manage and allocate contract reserves within established limits.
- Performance & Risk Management
- Ensure seamless integration across all contract disciplines to align with Government needs.
- Establish and maintain the Integrated Program Baseline (IPB) and resource-loaded schedules.
- Identify, assess, and mitigate program risks while allocating appropriate budgets for risk management.
- Government & Stakeholder Engagement
- Prepare and present program status updates and formal reviews to Government leadership.
- Provide timely, transparent communication regarding program challenges and solutions.
- Support Government statutory reporting and responses to Congressional Questions for the Record (QFRs).
- Compliance & Contract Management
- Ensure full compliance with all contractual, regulatory, and administrative requirements.
- Coordinate with contract management staff to facilitate Engineering Change Proposals (ECPs) and value engineering initiatives.
- Contribute to Quality Assurance Surveillance Plan reviews and Award Fee evaluations.
- Team Development & Leadership
- Lead and mentor program staff, ensuring effective recruitment, training, and performance management.
- Provide oversight and guidance to subordinate program managers at various levels.
- Rapidly assemble cross-disciplinary teams to address urgent program challenges.
Qualifications:
- Experience:
- Minimum 15 years of experience as a program or project manager overseeing programs of similar scope, complexity, and size.
- Proven expertise in managing multi-task contracts and multi-vendor environments.
- Experience leading contracts with diverse subcontracting arrangements.
- Technical & Regulatory Knowledge:
- In-depth understanding of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and ICD 801 policies.
- Demonstrated ability to perform requirements analysis, resource allocation, cost estimation, and deliverable tracking.
- At least 3 years of experience in financial management, including Earned Value Management (EVM).
Certifications:
- Project Management Professional (PMP) certification, or
- FAC-P/PM Senior Level, or
- Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 certification in Program Management.
