ECS is seeking a Program Manager to work in our Fairfax, VA office. Please Note: This position is contingent upon contract award.

ECS is seeking a Cybersecurity Program Manager to drive and advance one of our most critical Cybersecurity Programs, operating out of our Northern VA offices (hybrid). The successful candidate will be an accomplished, dynamic and creative cybersecurity leader, with experience delivering superior cyber security services to large enterprises and federal clients. The Cybersecurity Program Manager will oversee a large scale Cyber Security Program in support of a National Security client. The scope of the program includes cyber operations, security operations center, engineering, and strategic planning. This individual, working with ECS leadership, will be responsible for management of all aspects of program start-up and program delivery, including operational management of the program team consisting of ECS employees, subcontract staff, and expert product consultants as well as the successful execution of all technical, schedule, cost, and quality performance of this program.

Responsibilities include:
Develop and implement a comprehensive SOC strategy and roadmap.
Establish and maintain a ESOC governance framework.
Oversee ESOC operations and ensure alignment with organizational security objectives.
Monitor and Track the ESOC performance measurement framework.
Conduct regular reviews and assessments of the ESOC's effectiveness.
Collaborate with other security teams to ensure seamless integration of ESOC activities.
Technical Expertise: Deep understanding of cybersecurity principles, risk management, and program management.
Leadership Experience: Experience in leading teams, managing projects, and providing technical and strategic guidance to junior team members and stakeholders.
Communication: Ability to articulate technical and strategic concepts clearly to both technical and non-technical audiences.
Problem-Solving: Strong analytical and problem-solving skills to address security incidents, vulnerabilities, and program challenges.
Negotiation and conflict resolution skills
Technical Skills: Proficiency in cybersecurity principles, risk management, and project management.
Attention to detail.
Collaboration: Ability to work effectively with cross-functional teams, stakeholders, and external partners.
Strategic Thinking: Ability to develop and implement strategic initiatives to enhance cybersecurity posture and program effectiveness.

All the following certifications are desired, but only one certification is required:
CISSP (Certified Information Systems Security Professional): Emphasizes technical and managerial knowledge and experience in designing, engineering, and managing an organization's overall security posture across a broad spectrum of cybersecurity domains. Certified Information Security Manager (CISM): Emphasizes management and governance of information security.
Certified Information Systems Auditor (CISA): Focuses on auditing, control, and assurance of information systems.
Project Management Professional (PMP): Demonstrates expertise in project management, which is crucial for program management roles.

Education:

Bachelor's degree in Computer Science, Information Security, Cybersecurity, or a related field; OR
Master's degree in Cybersecurity, Information Security, or a related field
