Rock West Composites, Inc. has an exciting opportunity for a Program Manager. This position will work out of our Tijuana, Baja California facility.

This onsite role is based at our Tijuana, Baja California location and involves close collaboration with our San Diego, CA and Salt Lake City, UT manufacturing facilities, requiring regular travel.
Position Summary:
Guide projects through every stage, setting clear visions and offering support to project teams. Your duties encompass creating budgets, schedules, and technical plans tailored to meet customer needs. With a keen eye on business growth, you'll cultivate relationships with key clients across varied industries, surpassing annual sales targets.

This position requires the use of information which is subject to compliance with International Traffic Arms Regulations (ITAR). Compensation:
The compensation range for this position falls within $90,000 and $120,000. The final compensation will be determined based on experience, skillset, and other factors permitted by law.

Essential Functions:
- Ownership of Projects, Customers, and Initiatives from Conception to Closure. Responsible for the Project's Outcome. Defines the clear vision for the Project. Provides support and removes roadblocks for the project team.
- Communicates with internal teammates to facilitate transition of programs into Mexico and proactively pulls what's needed with urgency & decisiveness
- Create budget, schedule, and technical plans for fulfilling customer requirements for products
- Define the approach by which products or components will be designed, engineered, tooled, fabricated, and/or inspected to meet requirements specified by customers
- When required, define product requirements and specifications in conjunction with, or for, customers
- Define method by which conformance to product or program requirements will be demonstrated (quality buy-off)
- Track project budget, schedule, and technical performance at appropriate intervals to ensure successful end results are achieve
- Manage order entry and track remaining contract value
- Communicate accurate Orders and Sales forecasting to company financial leadership team
- Evaluate job cost data and forecast estimate to complete costs to maintain programs with neutral or positive profit/variance.
- Support company-wide planning of manpower, cash flow, and shipments to ensure proper allocation of resources.
- Create purchase orders and/or vendor statements of work, and/or vendor requirements to ensure procured products and services meet all requirements to achieve program goals
- Manage customer relationships and create written proposals to internal and/or external customers to complete a statement of work including:
- Estimate budgets in terms of labor hours, materials and outside procured services.
- Create accurate pricing using estimates for labor and materials including rate burdens
- Collaborate with the customer to define the specific tasks to be completed, and final buy-off criteria.
- Identify changes of work scope when they are being requested and negotiate corresponding contract changes.
Non-Essential Functions:
- Other duties as assigned.
Required Education and Experience:
- BS or BA degree in an engineering or materials science discipline; OR more than 15 years' experience in development of manufacturing processes of advanced materials
- Minimum 5 years' experience in a manufacturing environment, prefer composite manufacturing
- Minimum 3 years' of program management experience in a manufacturing environment
- Experience of establishing budgets and/or tracking expenditures and profit
- Experience in communicating with customers
- Basic knowledge of composite materials and processing methods

- Strategic Management: Understand planning, prioritization, and the best management method for each project. Understanding corporate goals and how the project ties into the business
- Leadership and Soft Skills: Motivate and guide a team to move in the right direction
- Basic knowledge of computer applications such as Microsoft Word, Excel, and PowerPoint
- Must be a US Person (Resident Alien or US Citizen). Preferred dual citizenship in US and Mexico.
- Must be able to pass a background check and drug screening.
