Program Manager

Charles F. Day & Associates, LLC (CFDay) is seeking a Project Manager to join our team to support the IRS's Information Technology Control Tool (ITCT) contract. CONTINGENT UPON CONTRACT AWARD

Location: Remote/Telework. Must be able to be onsite, within the National Capital Region, for any required meetings or technical engagements with two hours' notice.

Clearance: Tier 2/MBI Public Trust

Primary Responsibilities:

• Develop and manage project schedules, deliverables, and milestones in accordance with IRS timelines and objectives.
• Coordinate cross-functional teams including sprint planning, retrospectives, and daily stand-ups.
• Lead the planning, execution, and oversight of the ITCT application rebuild and SA branch modernization initiatives.
• Serve as the liaison between the IRS and the contractor team, ensuring transparent and proactive communication and ensure compliance with federal policies, IRS IT governance, and security guidelines.
• Provide project status reports to the COR and other stakeholders on a regular basis.
• Oversee mitigation planning and risk management, escalating issues as needed to ensure timely resolution.
• Manage project budget, resource allocation, and performance metrics to ensure project stays on track and within scope.
• Facilitate knowledge transfer and transition planning to IRS personnel during contract closeout.
• Maintain documentation and audit trails for quality assurance and performance reviews.

Qualifications:

• Requires US Citizenship and a Tier 2/MBI Public Trust.
• Must possess experience in all phases of the Software Development Life Cycle (SDLC).
• Experience managing performance-based contracts (e.g., QASP, PWS oversight)
• PMP Certification (active), Agile/Scrum Certification preferred
