POSITION PURPOSE

Husky Health Center (HHC) has an outstanding opportunity for a full-time Manager of Program Operations to manage the University of Washington's two currently-distinct student immunization programs and champion their integration into an efficient, cohesive, unified program.

As manager of the Health Sciences Immunization Program (HSIP) and General Student Immunization Verification Program (IVP), this position collaborates with various stakeholders to ensure that students are compliant with the university's immunization requirements and that health sciences students are compliant with additional immunization guidelines developed by the U.S. Centers for Disease Control and Prevention (CDC) for health care personnel before they participate in practicum training. The position requires frequent communication and collaboration with student services personnel from the university's health sciences schools, Environmental Health & Safety (EH&S), tri-campus registrars' offices, representatives from contracted service providers, students who have questions about immunization requirements, and several central UW units as program stakeholders.

DUTIES AND RESPONSIBILITIES

50% Administrative, Supervisory, and Departmental Activities
Collaborate and communicate with the Husky Health Systems Engineer, EH&S Medical Director, and Health Sciences Associate Dean's group to develop and implement the University's immunization programs effectively, efficiently, and in compliance with federal, state, local, and UW regulations and requirements.
Determine, implement, and monitor progress towards program goals and new initiatives; manage projects in support of program objectives.
Provide information and instruction to students, parents, advisors, staff, program directors and registrars on program content, policies, procedures and activities. Address escalated student non-compliance issues.
Directly manage and oversee of all aspects of program activities, daily evaluation and distribution of work, establishing program priorities, goal setting, and allocation of program projects.
Collaborate and communicate with over 14 health sciences schools/program partners regarding student compliance with HSIP requirements, extension requests, and vaccine exemptions.
Supervise 3-4 program support staff, plus temporary and/or student employees when applicable.
Collaborate and communicate with Husky Health administration, fiscal services, and registrar's office to develop and implement HSIP annual budget and student fees.
Develop, implement and provide oversight for program improvements related to administrative processes, customer satisfaction, and communication with clients and partners; track and report on program improvements.
Develop program metrics, policies, guidelines, and procedures.
Provide leadership and participate in Husky Health departmental committees, workgroups, and section management teams, as requested.
Work with IT staff (internal and external) to improve and maintain system performance and access to necessary data.
Organize and manage tri-campus pop-up vaccination clinics with third parties and stakeholders.

30% Compliance Efforts
Implement program based on scientific principles, guidelines published by the Centers for Disease Control and Prevention (CDC), recommendations from Public Health - Seattle & King County, and UW's Advisory Committee on Communicable Diseases.
Collaborate with UW-IT, UW Privacy Office, Office of the Attorney General, and others as needed to maintain compliance with applicable laws and regulations, and to ensure the privacy and security of program data.
Monitor ACIP vaccine recommendations and changes to CDC guidelines for healthcare workers; update HSIP immunization and TB screening requirements based on applicable guidelines.
Ensure immunization compliance tracking systems and records are appropriately maintained, and conform to institutional and departmental policies and regulations
Provide oversite of user permissions for systems access and compliance reports.
Monitor, analyze, and provide oversite of student compliance of immunization, titer, and TB screening requirements
Manage registration blocks, immunization exemption requests, approvals, and non-compliance to health sciences programs

10% Training/Education Functions
Establish educational and training opportunities on program immunization requirements and procedures for new health sciences compliance personnel
Educate students about immunization, specific health care and available resources for meeting requirements.
Ensure that HSIP clinical guidelines are congruent with best practices and community nursing standards.
Attend public health educational opportunities applicable to the program.

10% Coordination of Exposure Management and Clinical Nursing Functions
Coordinate review of HSIP medical exemption requests with Husky Health clinical nursing staff and the program's medical director.
Maintain knowledge of vaccine-preventable diseases, immunization practices, and protocols related to bloodborne and airborne exposures.
Establish, implement, and provide oversight of compliance requirements and follow-up actions related to exposures.
Manage financial payment/reimbursement process for uncovered HSIP student medical expenses following an exposure.
Collaborate with the UW Employee Health Center (EHC) and with Campus Health Services (a group comprising the four UW employee health centers), as needed.
Demonstrate respect for student rights and maintain privacy and confidentiality according to UW, local, state, and federal requirements.
Perform other duties as assigned.

MINIMUM REQUIREMENTS
Bachelor's Degree in Nursing, Public Health, or related field
Four to five years accumulated professional experience in public health, occupational health, adult immunization practice, or similar healthcare related field (May substitute up to two years of professional experience in communications or customer service to meet the four to five years requirement)

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

ADDITIONAL REQUIREMENTS
Demonstrated knowledge of vaccine-preventable diseases
Demonstrated ability to advise, direct, and evaluate employees.
Able to work a flexible schedule, as needed to accommodate program fluctuations.
Demonstrate ability to work independently and function effectively in teams.
Strong written and oral communication skills.
Proficient computer skills, including Word, Excel, Outlook, and ability to learn new proprietary systems.

DESIRED QUALIFICATIONS
Experience supporting implementation of technical systems supportive of changing business requirements.
Experience in project management, program management, and organizational change management.
Experience working in public health, occupational health, adult immunization practice, or related field.
Extensive current knowledge of immunization practices set forth by the CDC and ACIP, including guidelines for healthcare workers, vaccine scheduling, routes of administration, and contraindications.
Prior experience in a supervisory or management position
Demonstrated teamwork, client service, decision-making skills, ability to foster collegial and cooperative relationships with co-workers and clients.
Demonstrate excellent organizational, problem-solving, and time management skills, with the ability to prioritize and delegate tasks.
Advanced computer skills, including database management systems and Microsoft Teams applications.
Experience using electronic medical records, evaluating immunization records, laboratory and radiology reports.
Experience with infection control and/or communicable disease control.
