Duties As a PROGRAM SPECIALIST (PROJECT MANAGER) you will be responsible for the following duties: - Monitor the technical and administrative aspects of performance and conducts surveillance on assigned contracts in accordance with authority delegated by the Contracting Officer (KO) to monitor the level of effort and quality of service provided by contractors over IT contract life-cycle. - Serve as technical liaison with the contractor and assume responsibility for technical aspects of the contract to assist the Contracting Officer (KO) on contract-related matters. - Manage software/hardware requests and licenses, track data using software asset management tools including ServiceNow platform while ensuring agency preparation for license audits by regularly monitoring usage and optimizing software purchases on all networks. - Assist with developing and/or reviewing IT requirements packages for timeliness, completeness and congruency with the intended acquisition approach. - Coordinate activities for the preparation of a Statement of Work (SOW), Statement of Objectives (SOO), Performance-Based Statement of Work (PBWS), or program specification, including collaborating with stakeholders and subject matter experts. The incumbent will be required to report to the office on a routine basis. * If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement. * The incumbent must possess an active PMP certification and/or The Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 certification in Program Management. * It is mandatory that the incumbent attend process improvement training and highly recommended incumbent obtain and maintain a lean six sigma certification. * This position requires a Program Management, Practitioner acquisition certification. The incumbent has 24 months to achieve this certification. * It is mandatory that the incumbent acquire continuous learning points and highly recommended incumbent obtain and maintain a lean six sigma certification as well as PMP certification. * This position is telework eligible for situational telework only. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: * Previous experience serving as a Contracting Officer's Representative (COR). * Expertise as a Program Specialist/Project Manager. * Proficiency in researching complex portfolio/program/project management processes and improve effectiveness by utilizing qualitative and/or quantitative methods. * Experience serving as the liaison between the business stakeholders and the project managers * Oversaw software requests; updating and managing software licenses; maintaining software asset management tool * Familiarity with Federal Acquisition Regulations (FAR). Specifically you will be evaluated on the following competencies: 1. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. 2. Contracting/Procurement - Knowledge of various types of contracts, techniques or requirements (for example, Federal Acquisition Regulations) for contracting or procurement, and contract negotiation and administration. 3. Customer Service - Works with clients and customers (that is, any individual who use or receives the services or products that your work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their exceptions; knows about available products and services; is committed to providing quality products and services. 4. Financial Management - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of the organization. 5. Information Management - Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
