POSITION SUMMARY
Manages a small group of program coordinators administering the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program and whose primary responsibilities include managing contracts with sub-grantees and specialized compliance activities; responsible for ensuring compliance with federal regulations related to CDBG funds, including the development and execution of all required documents.

REQUIREMENTS

Qualifying Requirements:

Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.
  • WORK EXPERIENCE: The application must clearly show three (3) years of full-time experience in a public sector setting with a community-based organization and/or with an urban planning and design consulting firm or in another public administration-related setting. (Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING: The application must clearly show a minimum of a Master's Degree in Architecture, Community Organizing, Public Administration, Public Policy and Management, Urban Design, Urban Planning or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.)
  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is nine (9) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

POSITION DUTIES

  • Organizes, directs and administers the Community Development Block Grant (CDBG) Program and associated Integrated Disbursement and Information System (IDIS) activities.
  • Assists the Senior Manager in the development of documents required by HUD including but not limited to the City's Annual Action Plan.
  • Assists the Senior Manager to create and manage robust public process(es) for community input on the use of CDBG funds including leading public meetings.
  • Prepares legislation related to the CDBG Program.
  • Refines, formalizes, and promotes the sub-grantee application process for CDBG funds.
  • Informs negotiation, manages and tracks execution of City contracts with HUD and sub-grantees for CDBG funds.
  • Prepares and maintains a variety of records, reports and files related to assigned activities; submits documents to appropriate City personnel, department or organization as needed and on time.
  • Leads the process of working with staff of program coordinators and leadership from the Mayor's Office including the Office of Management and Budget (OMB) to develop policies, procedures, goals, priorities, and plans for the use of CDBG funds in compliance with applicable federal, state, and local laws and regulations.
  • Represents the City of Pittsburgh in private and public conversations with other departments, City Council, outside entities, and HUD on CDBG-funded projects, as needed.
  • Directs and coordinates with City departments the preparation and/or updating of maps, charts, graphs, illustrations, and other materials as needed.
  • Supervises staff, either directly or indirectly.
  • Assists the Director and Assistant Director to prepare division capital budget requests for federal programs.
  • Ensures that the Director is kept fully informed on the condition of the division and about any trends, events, or emerging issues of significance to success.
