TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.

Examples of Duties

Under the general supervision of the Director of the Student Services Branch, the Program Support & Development Specialist III:

1) Provides leadership, general administrative, and technical direction over personnel, programs, and services within the SHS to implement school health services in compliance with State and Federal laws and policies and in alignment to the Strategic Plan. Provides information, recommendations, and support as the school health content resource for the tri-level system.

2) Collaborates with others in OSSS to ensure that a multi-tired system of prevention, early intervention, and tertiary student health support services are available to all students in schools. Collaborates with public and private agencies on program improvement initiatives. Maintains awareness and knowledge of local, state, and national school health issues.

3) Promotes communication and represents the Department when requested in matters pertaining to the SHS at public and private agency and organization meetings. Coordinates school health programs and protocols with schools, community agencies, local health professionals, public health agencies, and families.

4) Reviews fiscal management of programs within the section and assumes fiscal responsibilities for budget, expenditure plans, and expenditures involving Federal and State funds for the section. Conducts procurement and collaborates with public and private partners on funding initiatives related to school health services such as Medicaid reimbursement.

5) Assists in the preparation and presentation of information, reports, and testimony for the SHS to various stakeholders such as the Hawaii State Legislature, Hawaii State Board of Education, Department leadership, schools, parents and families, and public and private agencies. Prepares and maintains records and reports as required by law, state directives, and administrative regulations.

6) Keeps abreast of new school health program-related developments; identifies the need for research projects; and disseminates pertinent information to the state, complex area, district, and school personnel. Promotes and develops innovative health services and related systems to prevent and manage health conditions and promote wellness in schools.

7) Performs other related duties as assigned.
Minimum Qualifications

Education: Graduation from an accredited college or university with a master's degree in education, business administration or related field.

Education Equivalence: Bachelor's degree plus six (6) years of additional professional experience relevant to the areas of assignment.

Desired Education: Degree in health, human services, nursing.

Experience: Eight (8) years of responsible professional work experience in program planning, implementation, and compliance monitoring, including four (4) years involvement in developing and implementing policies and procedures, of which at least one (1) year shall have been in an educational program, agency or system.

Desired Experience: Of the years above, focus on school-health related to special/regular education programs and student health services program management, including supervising staff.

Experience Equivalence: Ten (10) years of professional work experience comprised of a combination of education, nursing, business administration or health related field, with at least two (2) years in student support services program management, and (1) year supervising staff.

Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.

Knowledge: Public administration and organizational theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.

Desired Knowledge: Advanced knowledge of educational, public health, or health care program management which includes planning, monitoring, evaluation, and reporting; budgeting and procurement; digital information systems; policies pertinent to Hawaii's public schools and student health; nursing; adult learning theories and principles.

Ability to: Plan, organize and direct program planning and analysis functions including scheduling, assignment and consultation; communicate effectively with others both orally and in writing; deal effectively with federal, state and departmental officials to accomplish program goals and objectives; operate computer and other business machines.

Desired Ability to: Proficient with digital applications for management such as word processing, spreadsheets, email, and meetings; work with diverse populations; prioritize; leadership in planning and coordination in the area of assignment; strategic planning; and data analysis.
Supplemental Information
SALARY RANGE: EOSR-8, $114,832 to $162,541.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $114,832.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

Payday

New employees can expect their first paycheck within the first 3 pay periods of their start date. Payday is on the 5th and 20th (or previous business day) of every month.
12-month certificated employees enjoy a range of competitive benefits:
  • Holidays: Employees observe paid holidays during the school year provided that all conditions under the respective collective bargaining agreement are met.
  • Vacation: 12-month certificated employees earn 21 days per year.
  • Sick Leave: 12-month certificated employees earn 21 days per year. Accumulated (unused) credits may be used toward computing retirement benefits.
  • Health Insurance: If eligible, the State pays a part of the premiums for each employee's enrollment in a State sponsored Medical, Drug, Vision, and Adult Dental Plan.
  • Group Life Insurance: The State provides a free life insurance policy for employees and retirees.
  • Premium Conversion Plan: Participating employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
  • Flexible Spending Accounts: Eligible employees can reduce their federal and state income taxes and social security taxes through a tax-savings benefit program called Island Flex. This program allows employees to set aside money from their paychecks to pay for out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
  • Retirement Plan: The State contributes to a retirement plan for eligible employees. Generally, employees with at least 10 years of credited service and who have reached 62 years of age or have 30 years of credited service and are 55 years old may retire and receive benefits.
  • Tax Shelter Annuity (TSA): If eligible, Department employees are able to participate in a tax shelter annuity program. The TSA plan allows eligible employees to contribute pre-tax dollars to an employee-selected investment service provider authorized to provide TSA products.
  • Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available.
  • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
  • Social Security: As an employer, the State also contributes to an employee's social security account.
  • Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.
  • Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities. Employees may also decide not to join a union, however, employees are required to pay union service fees unless the employee's job is excluded from collective bargaining.
