Job Purpose

We are looking for a highly skilled Programmer Analyst 3 to serve as an advanced information technology programmer/analyst and technical resource for the Eligibility Area. This individual will provide support in development environments, production, and batch jobs. They will also evaluate, develop, and recommend technical solutions, ensuring system efficiency, while working with technologies such as .NET 4.8, C#, JAVA, and Oracle to support the CDC I-Billing, CCAC, and Bridges projects.

Requirements

• Development Environment Support: Provide advanced development support for web applications in .NET and JAVA, ensuring proper functionality in all phases of application deployment.
• Application Development & Maintenance: Design, develop, and maintain applications across multiple platforms, supporting the CDC I-Billing, CCAC, and Bridges projects.
• Batch Jobs & Production Support: Support batch jobs and production environments, troubleshooting and optimizing as necessary to meet business requirements.
• Solution Evaluation & Recommendations: Evaluate possible technical solutions, develop alternative solutions, and recommend technical modifications to enhance performance and scalability.
• Reporting & Data Management: Develop and maintain reports and data processes in the Client Support area that supports the Department of Health & Human Services, including navigation, data storage/retrieval, validation, manipulation, and printing.
• Documentation: Ensure that documentation is created and maintained in all areas of responsibility, including processes for data storage, retrieval, manipulation, and reporting.
• Support CDC I-Billing: Assist in supporting the CDC I-Billing web application, which is used by providers to submit billing information and handle production-related requests. This includes working with the CCAC (Childcare Attendance Certification).
• Technical Skills: Utilize .NET 4.8, C#, Oracle databases, and PL/SQL to maintain and support the required systems.
• Agile Methodology: Work within an Agile environment, participating in sprint planning, backlog refinement, and retrospectives to ensure efficient development and iteration.

Required Skills & Experience

• 8-11+ years of experience in software development or a related field.
• Expertise in .NET 4.8 with C#, JAVA, and Oracle PL/SQL.
• Strong knowledge of JavaScript for web development and front-end enhancements.
• Proven experience with Business Objects or Crystal Reports for report generation.
• Batch Jobs support and optimization, ensuring system performance.
• Experience with JIRA and DevSecOps processes for continuous integration and deployment.
• Hands-on experience with Bitbucket, Azure DevOps, and GIT for version control and project management.
• Experience working with Oracle databases and handling complex data retrieval, validation, and manipulation.
• Ability to work independently, perform a variety of tasks, and apply sound judgment to deliver goals.
• Strong written and verbal communication skills to document processes and communicate with stakeholders.

Preferred Qualifications

• Experience with cloud-based development or infrastructure.
• Familiarity with Agile development methodologies.
• Experience in the healthcare, government, or public service sector, particularly related to health and human services.
• Ability to work with client-facing processes, ensuring all technical support and development meets business needs.
