Job Overview

The Programming Manager position is responsible for providing planning and programming services for the AFCAP storm repair program IAW DAFI 32-1020, Planning and Programming Build Infrastructure Projects. The purpose of this project is to provide programming oversight for the facility repair and restoration from Hurricanes Helene and Milton for the 6th Civil Engineer Squadron for the period of 365 days (one year). This contract is contingent on contract award.

Responsibilities

Essential Duties & Job Functions:
  • Provides planning and programming services for the AFCAP storm repair program IAW DAFI 32-1020, Planning and programming Build Infrastructure Projects.
  • Advance development of projects by first categorizing projects by fiscal law appropriation types:
    • Operations & Maintenance (O&M).
    • Military Construction (MILCON).
    • Procurement, Other (e.g. Procurement AF 3080 appropriation, Family Housing AF 0704, etc).
  • Act as the CE management team for the Storm Repair Program.
  • Generate Department of Defense Form 1391, "FY___ Military Construction Project Data."
  • Obtain all necessary DAF approvals for project execution.
  • Programming Administration Execution (NEXGEN) System.
  • Review and provide recommendation during Master Planning meeting.
  • Support the base Lead Community Planner with preparing airfield waivers and performing installation Master Planning duties.
  • Performs related work as assigned.

Job Requirements

Mandatory:
  • Bachelor's degree in one of the following areas:
    • Electrical, Mechanical, Structural, Civil engineering, from a program certified by the ABET.
    • Architecture from a program certified by the National Architecture Accrediting Board.
    • Construction management from a program certified by the American Council for Construction Education.
    • Planning from a program certified by the Planning Accreditation Board.
  • A minimum of five (5) years' experience in Air Force planning and programming
  • Holds and maintains WENG 200 Scoping and Estimating and WMGT 423 Programming Course from AFIT.
  • Current valid state issued driver's license with acceptable driving record.
  • Proficiency in the Programming Administration Execution (NEXGEN) System.
  • Ability to obtain a SECRET Security clearance.
  • Ability to successfully pass any background checks and/or drug testing required on the contract.
  • U.S. Citizenship
  • Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
