About the Role:
Come join the Project Control team with this exciting opportunity as a career service Project Control Supervisor. You will supervise a diverse group of driven professionals in the Project Control Unit of the Wastewater Treatment Division (WTD). The successful candidate for this position will work as part of a collaborative team of other Project Control Supervisors in the management of staff and systems that support the delivery of capital projects for the Division.
As Project Control Supervisor you will need to keep pace with the changing landscape of project delivery approaches for WTD and other Divisions, as well as, county-wide changes required by County Code, the Office of Performance Strategy and Budget and the Capital Project Management Workgroup. You will lead updating or creation of new functionality, business processes, procedures and standards as they apply to the systems you are responsible for to support these efforts. You will be looked to grow staff skillsets to support the expanding WTD capital program while working in a matrixed organization with Project Management, Portfolio Management, Finance and other Units.

Staff reporting to this position are responsible for the development, maintenance and upgrade of the PRISM Project/Contract Management System and the associated Resource Management and Portfolio Management Systems. Additionally, staff support or lead budget development, business analytics, performance reporting and Green Building Ordinance tracking in collaboration with the Project Management and Portfolio Management Units within WTD and across multiple Divisions county-wide.

This opportunity will support and shape Wastewater Treatment Divisions future spending expected be in the billions of dollars. This work helps to keep King County's water clean and will set the foundation for another 50 years of exemplary environmental stewardship.

Job Duties

What You Will Be Doing:
  • Direct business analysis efforts, specification refinement and vendor management in the delivery of software system development, maintenance, and upgrades for the PRISM Project/Contract Management System and the associated Resource Management and Portfolio Management Systems.
  • Oversee process improvements for business systems and associated technologies from planning through execution-examples may include functionality enhancements, data mining, business requirements gathering, report development, and performance metric dashboard creation
  • Lead a diverse team of professionals as a direct supervisor. Develop, coach and mentor staff to continue developing a skilled and effective team of professionals to meet current and emerging needs of the WTD Capital program, other supported Divisions and new initiatives.
  • Manage proactively using active problem solving while seeking opportunities for improving processes, procedures and systems.
  • Promote teamwork, inclusion and a cooperative environment while recognizing the value of diversity of opinion, culture, and perspective.
  • Model effective interpersonal, communication and leadership skills including listening, motivating, managing conflicts or crises with courage and composure, and dealing with difficult problems with flexibility and adaptability.
  • Actively develop and maintain successful relationships within the division and other agencies.
  • Successfully navigate ambiguity in a changing organization while providing clear guidance to staff.
  • Be comfortable communicating with higher management, providing information and recommendations tailored to management decision making.
  • Be equally as comfortable explaining financial information to non-financial staff as to other financial professionals at any level in the organization.
  • Coordinate with Finance and Project/Portfolio management at the Division level on budget issues for all capital projects and programs. Participate in regular capital program budget development, cashflow and project reviews.
  • Perform assessments of Division process optimization needs and systemic issues then propose and implement solutions.
  • Develop, maintain and optimize performance measures for capital project and program management using advanced data analytics and business intelligence applications e.g. Looker, Microsoft BI and/or Tableau.
  • Lead or participate in the development and implementation of County, Department and Division change management, special initiatives, or business process improvements as assigned.


Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:
  • Bachelor's degree in business administration, engineering, statistics, mathematics, or related field and minimum of 7 years experience in system management in a public agency.
  • Previous experience serving in a supervisory or lead capacity.
  • Demonstrated ability to supervise assigned staff, including setting objective, giving and receiving feedback, motivation, performance improvement and recommending disciplinary action. Knowledge and skill in the principles and practices of successful supervision, employee coaching and performance management.
  • Experience in and comprehensive understanding of principles, processes and challenges of managing capital project programs, including developing budgets, schedules, long range capital plans, analysis of cash flow, and monitoring in progress and workload for a capital program.
  • Substantial experience managing teams and overseeing vendors and consultants in the delivery of software system development, maintenance, and upgrades.
  • Thorough knowledge of relevant performance tracking and indicators for capital project and program management best practices.
  • Ability to supervise staff and multiple locations while still fostering a team environment and maintaining consistency in deliverables and work product.
  • Ability to provide an empowering leadership style and foster a productive and supportive work environment that attracts and retains quality employees, promotes teamwork, and challenges and develops employees.
  • Established ability to communicates effectively verbally and in writing.

Supplemental Information
Working Conditions:
  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with occasional onsite reporting requirements. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104) and treatment plant facilities. This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
  • Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
  • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
  • Union Representation: This position is represented by the Teamster, Local 117. Pursuant to the Western Conference of Teamsters Pension Trust $1.00 per hour from the base wage will be submitted to the Western Conference of Teamsters Pension Trust Fund.
