Employment Opportunity
This is a professional Project Engineer position responsible for work related to traffic engineering, safety studies, speed management, transportation planning, and design and management of traffic control devices. Work involves the review of engineering plans and traffic studies; making recommendations for changes in traffic control devices; responding to inquiries and complaints regarding traffic controls; working with consultants and contractors and performing various engineering-related activities and tasks. This position will provide technical expertise and recommendations to the City Engineer.
SUPERVISION
Work is performed under the general direction of the City Engineer. Additional guidance is provided through codified ordinances, the Hilliard Design Manual, Ohio Manual of Uniform Traffic Control Devices and other standard traffic engineering and safety references. Work is reviewed through performance appraisals, meetings, reports and analysis of results obtained.
Essential Functions of Work
Oversees traffic control field studies; collects, evaluates, and manages vehicle, pedestrian, and bicycle data and develops remedies for operational or safety problems; determines need for traffic control signals, warning beacons, signs, and markings; investigates complaints from the public regarding traffic controls; conducts traffic and safety studies.

Oversees and manages design projects and asset management programs for traffic signals, crosswalk beacons, school zone flashing lights, signs, pavement marking, maintenance of traffic, smart systems, and street lighting.

Manages the City's neighborhood traffic calming and speed management programs.

Performs transportation planning functions, including oversight and administration of the City's Thoroughfare Plan, Active Transportation Plan, and Safe Streets (Vision Zero) Plan. Is knowledgeable in multi-modal planning to consider various transportation modes (walking, cycling, automobile, public transit, etc.) and connections among modes.

Manages and oversees consultant contracts for traffic engineering, signal operations, and safety studies.

Reviews development proposals with respect to multi-modal traffic and safety impacts.

Reviews engineering plans for private development, capital improvement projects, and right-of- way permits to ensure conformance with City standards relating to traffic engineering and maintenance of traffic.

Collaborates with the IT and Operations Departments related to the City's Traffic Management Center, including traffic signals, communication systems, smart technologies, and detection systems.

Develops and maintains City of Hilliard standard drawings and design standards for traffic control devices in accordance with the Manual of Uniform Traffic Control Devices.

Confers with law enforcement, transportation, and traffic operations personnel from other governmental jurisdictions as well as the City regarding traffic and safety problems.

Participates and represents the City of Hilliard in regional safety, multi-modal, and traffic engineering working groups and committees.

Maintains records of injury crashes; recommends countermeasures for a given problem location, and recommends emergency needs as they relate to all modes of traffic.

Evaluates and recommends new technologies related to smart systems and artificial intelligence that improve safety, traffic operations, and mobility.

Provides expert testimony regarding traffic control devices.

Advises the City Engineer on traffic engineering related matters.

Performs other related duties as assigned by the City Engineer.

Typical Qualifications
Possession of a bachelor's degree in civil engineering from an accredited university or college with 5 years of experience in the area of traffic engineering; or any equivalent combination of accepted education and experience that would provide the following knowledge, abilities, and skills.

Professional Engineer or ability to obtain licensure within 12 months is preferred.

Candidates that possess a master's degree in Transportation Planning with 5 years of work experience in traffic safety studies and design may be considered in lieu of a bachelor's degree in civil engineering with traffic engineering experience.

Road Safety Professional (RSP) certification from the Transportation Professional Certification Board is preferred.

Extensive knowledge of traffic engineering and safety principles, practices, concepts, procedures, and methods.

Considerable knowledge of state and federal guidelines, principles and practices related to uniform traffic control devices.
Considerable knowledge of the Safe System Approach and speed management principles.

Knowledge of traffic signal systems and their coordination. Knowledge of signing and pavement marking design and development.

Excellent written and verbal communication skills.

Ability to recognize, analyze and define traffic engineering related problems, establish facts and reach valid conclusions, and determine and initiate appropriate corrective professional engineering solutions.

Ability to communicate with the public, state and local government officials, other city officials, various city board and commission members, contractors, and developers in an effective, tactful, and courteous manner.

Ability to answer inquiries and resolve complaints from contractors, developers, and the general public in an effective, tactful, and courteous manner.

Possession of a valid Ohio driver's license.
Supplemental Information
The successful candidate for this position will be assigned to a Project Engineer I (Pay Grade F) or Project Engineer II (Pay Grade G) position depending on experience, licensure, and/or certifications.
Full-Time Employees (Non-Union)

HEALTH BENEFITS
Employees are eligible to enroll in health insurance, vision, and dental benefits. Benefits start the 1st day of the month following the employee's start date.

TUITION REIMBURSEMENT
After one year of service, employees are eligible to receive $7,000 per year in tuition reimbursement.

LIFE INSURANCE
The City pays 100% of the premium on a $100,000 life insurance policy for employees.

RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Retirement System (OPERS) and the employee contributes 10%.

VACATION
Employees accrue two weeks of vacation in their first year of employment. The City recognizes prior Ohio public service to establish vacation accruals.

Vacation Accrual Rates
1 Year - 3.1 hours per pay period (80 hours per year)
5 Years- 4.6 hours per pay period (120 hours per year)
10 Years- 6.2 hours per pay period (160 hours per year)
15 Years- 7.7 hours per pay period (200 hours per year)

PERSONAL LEAVE
Employees receive two personal days. These days are to be used within the calendar year.

HOLIDAYS
There are 12 holidays recognized by the City.

SICK LEAVE
Employees accrue 3.1 hours of sick leave per pay period for a total of 80 hours per year.
