Description:
Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.
Contributes to the development of new concepts, techniques, and standards. Considered an expert in the field within the organization. Demonstrates the skill and ability to perform complex tasks. Able to communicate effectively and clearly present technical approaches and findings.
Develop solutions to complex problems that require the regular use of ingenuity and innovation.
Ensures solutions are consistent with organizational objectives.
Most assignments are complex and performed independently without appreciable direction. Exercises
considerable latitude in determining objectives and approaches to the assignment.
Effects of decisions are long-lasting and heavily influence the future course of the organization. Errors in judgment or failure to achieve results would result in the expenditure of large amounts of company resources as well as problems with customer satisfaction.
Serves as a consultant to management and a special external spokesperson for the organization on major matters on policies, plans, and objectives. Acts as an advisor to senior management and
customers.
Minimum Education Requirement
Bachelor's Degree in related field
Minimum Years of Experience
10 years
Special Requirements
-Has previous DOD major program execution experience
-Has completed at least one or several major DOD Acquisition programs
-Experience with NAVSEA contracts is desired
-Experience with complicated depot-level ship maintenance is desired
-Budget maintenance and reconciliation/variance analysis required
-Earned Value Management & variance analysis experience required
-Profit/Loss and Annual Operating Plan experience
-Critical Path and Float schedule analysis skills
-Labor forecasting (Labor Resource Management) skills
-Expert MS Office skills
*Pivot tables/Data Filtering/Grouping
*Labor Plan vs. Actual charting/analysis
-Data Analysis skills - be able to relate to management, developing trends
-Excellent Customer relations, specifically to build professional relationships with customer counterparts
