General Summary
The Project Manager - Engineering in Wastewater System Assessment Planning works in a team environment, responsible for overseeing compliance with the requirements of the Sanitary Sewer Overflow (SSO) Consent Decree and the management of projects related to improving the performance of the wastewater collection system.
Essential Functions
- Leads a team managing complex projects with a focus on wastewater pipeline inspection and monitoring
- Evaluates proposed solutions and develops recommended solutions for complex hydraulic-related problems and overall collection system improvement
- Maintains a schedule of reporting and submission requirements required for regulatory compliance with the Consent Decree
- Tracks the performance of the Commission with relation to the Consent Decree to assure that all actions are performed by the responsible Divisions as required by the Consent Decree
- Coordinates submission of information within the group, in other groups and teams, and from outside consultants, and assures timely submissions
- Oversees the actions of contractors performing services required as part of the Consent Decree to assure that these services are performed on time and as specified in the Consent Decree
- Uses Maintenance Management Information System (MMIS), Geographic Information System (GIS), and other software to prepare tables, charts, graphs, presentations, maps, and performs data analyses
- Coordinates and communicates with other teams and divisions within the Commission regarding compliance with current regulations, the Consent Decree, SSOs, and updating the Consent Decree Project Schedule to assure that the Commission remains in compliance
- Manages, tracks the approval process, and ensures compliance with reporting and record keeping requirements of the Consent Decree
- Prepares and reviews reports, plans, standard procedures, maps and other documents for specific article reporting requirements, including the Quarterly and Annual Consent Decree Reports to the regulators
- Creates and provides schedule for responsible divisions to ensure timely submission to the Planning Section and to provide adequate time for management review
- Prepares correspondence to regulators incorporating legal and management input
- Compiles all necessary documents for management and legal review upon request
- Researches and compiles detailed information based on requests from the public, regulatory agencies, external and internal customers
- Analyzes and interprets specific Consent Decree requirements
- Serves as Commission project representative equivalent to consultant's or contractor's Project Manager
- Prepares or supervises preparation of specifications for use in purchasing, engineering, construction and maintenance supplies and materials
- Reviews and approves monthly and final payments for A/E's, contractors and vendors
- Drives a vehicle to conduct WSSC Water business
Other Functions
- Communicates with representatives of the State and County governments, other utilities, EPA, DOJ, and other officials and customers as necessary to exchange information and resolve problems related to the Consent Decree
- Performs field visits to ensure contract quality and to verify inspection information
- Performs other related duties as assigned

Required Knowledge, Skills, And Abilities
- Thorough knowledge of the regulatory and legal requirements of the Consent Decree and the potential penalties for non-compliance
- Thorough knowledge of non-maintenance related SSO issues including flow monitoring, flow modeling, Sanitary Sewer Evaluation Studies (SSES), Fats, Oils, and Grease (FOG), and sewer rehabilitation
- Knowledge of laws and regulations relating to Sanitary Sewer Overflow's (SSOs) and basement backups; understanding of the Maintenance Management Information System (MMIS) and Geographic Information System (GIS)
- Understanding of fluid mechanics; open channel flow, hydraulics, hydrology and other related engineering concepts
- Ability to create database management and GIS applications for use in analyzing and reporting SSO and basement backup data
- Ability to interpret construction plans
- Ability to use good operational and engineering judgment
- Ability to work under limited supervision, be a self-starter and an effective communicator
- Ability to establish and maintain effective working relationships with employees, customers, contractors, other Utility Services Divisions, and the general public
- Ability to review and prepare written reports and to communicate effectively both verbally and in writing
Minimum Education, Experience Requirements
- Bachelor's degree in Civil or Environmental Engineering, Environmental Science, Business Management or related field
- 5+ years of progressively responsible engineering experience, including management of projects or responsibility for environmental regulatory compliance of significant scope
OR
- High School diploma or equivalent
- 9+ years of progressively responsible engineering experience, including management of projects or responsibility for environmental regulatory compliance of significant scope
