Manages a team responsible for implementing information technology projects; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision, the duties require the exercise of independent judgment in organizing a team responsible for implementing information technology projects.

TYPICAL DUTIES
* 1. Manages a team responsible for implementing information technology projects.
* 2. Develops project proposals, cost estimates and timelines.
* 3. Coordinates pre-installation activities.
* 4. Prepares requests for information and requests for proposals for projects.
* 5. Schedules work and prepares project plans.
* 6. Acts as the liaison to assure that all contracted work is completed according to
specifications.
* 7. Monitors performance against projects' schedules and budgets.
8. Prepares status reports and briefings regarding the progress of all projects activities.
9. Assists with negotiating vendor contracts.
10. Prepares documentations.
11. Assists with post-production support.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.

Thorough knowledge of the principles, practices, and procedures of information technology project management.

2.

Considerable knowledge of the installation and maintenance of computer operating systems and application software.

3.

Ability to manage groups of professionals in team dynamics.

4.

Ability to schedule specific phases of a project in a timely manner.

5.

Ability to establish and maintain effective working relationships with associates, administrators, and project team members.

6.

Ability to express oneself effectively, both orally and in writing.

MINIMUM QUALIFICATIONS
Training and Experience
Bachelor's Degree from a regionally accredited or New York State registered college or university
and
Three years of satisfactory experience managing information technology projects, which must have included writing Requests For Proposals (RFP), ensuring contract compliance, and coordinating projects.

Necessary Special Requirement
Continuing possession of an appropriate class, valid Driver's License issued by the State of New York may be required.

NOTE:

1.

Experience, as outlined above, in excess of the three-year requirement may be substituted for college education on a year-for-year basis (thirty credits equal one year) up to a maximum of two years.

2.

Master's Degree in Business or Public Administration from a regionally accredited or New York State registered college or university may be substituted for one year of the required experience as outlined above.

3.

Project Management Professional certificate issued by one of the major computer hardware or software vendors, certification institutions, or from a public or commercial school registered by the New York State Department of Education, or an out-of-state branch of that school, may be substituted for 6 (six) months of the required experience as outlined above.
