I. DESCRIPTION OF SERVICES

Texas Department of Family and Protective Services requires the services of 3 Project Manager 2, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 2, Project Management and the specifications outlined in this document for the Texas Department of Family and Protective Services.

All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Department of Family and Protective Services and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Family and Protective Services will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
The DFPS IT Division seeks a Worker to perform in a Project Manager 2 role to assist in managing DFPS ITS projects.

DFPS plans to complete several projects that require guidance from a software development- and infrastructure-knowledgeable project manager. The project manager will develop charters, schedules, resource plans, and ensure resources are on track with scheduled work, while managing risks, issues, and action items. The project manager may also perform scrum master duties.

This role may also be responsible for the following:
Coordinate, plan, and evaluate projects using DFPS PMO project management methodologies and scrum practices.
Experience working in Agile and Waterfall development processes.
For Agile projects, coordinate Scrum sessions and train team members on the Scrum process.
Monitor and manage project costs and report information to IT leadership as assigned.
Monitor and manage project quality to ensure project deliverables are acceptable and fulfill the terms of the project charter.
Direct the work of team members in a matrixed environment and use strong written and verbal communication skills to analyze and resolve project issues with input from appropriate management and SMEs.
Develop charters, schedules, resource plans, and ensure resources are on track with scheduled work, while managing risks, issues, and action items.
Facilitate and participate in cross-program and multi-agency workgroups, setting goals and objectives, and providing work products.
Facilitate sessions to further elicit business or technical requirements.
Develop and maintain project plans, work breakdown structures, schedules, risks and issue logs, action/decision tracking logs, communication plans, and status reports.
Develop resource management plans to ensure proper staffing levels for each project.
Work within PMO and with other IT staff and program stakeholders to identify risks/issues and develop mitigation strategies.
Review and recommend proposals to management.
Work within the PMO to establish and standardize PM practices.
Coordinate and communicate with project stakeholders, IT management, and program area staff to facilitate successful completion of project tasks.
Prepare high-quality written presentations, updates, summaries, and other documents according to target audience needs.
Provide research on complex topics, including assessment, analysis, and evaluation of federal regulations and communications, professional literature, and other publications to make determinations and recommendations related to state and federal legislation.

II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 7 Required Professional experience in software engineering 4 Required Hands-on experience in writing code with front-end development technology including HTML, CSS, JavaScript, JQuery, JavaScript Framework, Bootstrap 3 or 4, Angular 4 Required Expert in one of more of Angular Framework, AJAX, Bootstrap (3 or 4), JavaScript framework, NPM 4 Required Working knowledge of data warehouse end-to-end implementation processes, from business requirement logical modeling, physical database design, ETL, end-user tools, database, SQL, performance tuning 3 Required Experience with user journey mapping, story boarding, creating mockups and wireframes, application usability design, fast prototyping, and proof-of-concept development 3 Required Excellent communication skills verbally and in writing used when leading development activities, presenting to leadership, and training less experienced developers 3 Required Expert in Responsive and Progressive Web Application Development 5 Preferred Experience in SOAP or RESTful Web Services 5 Preferred Working knowledge of code Version Control using SVN or Git 5 Preferred Technical Documentation including Design Documents, Standards, and Configuration Plans 3 Preferred Experience as a participant in agile software development teams 3 Preferred Working knowledge of Test Automation (Selenium, LoadRunner, Accessibility testing) and the ability to troubleshoot integrations with Client ALM 3 Preferred Experience in Weblogic Application Server deployments 3 Preferred Working knowledge of Responsive / Mobile Development 2 Preferred Working knowledge of Web Content Accessibility Guidelines (WCAG) 2.0 / Sec 508 2 Preferred Experience with UI test framework Karma, Jasmine, Cucumber, QUnit or similar 2 Preferred Working knowledge of Continuous Integration, Jenkins or equivalent 1 Preferred Strong working knowledge of the following DFPS systems/programs (including but not limited to): IMPACT, PACES, PEIRS, ABCS, NEICE, SSCC, Child Placement Portal, and Community Based Care.
III. TERMS OF SERVICE

Services are expected to start 06/12/2024 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 2448 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Family and Protective Services. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 4900 N. Lamar Blvd., Austin, TX 78751. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Family and Protective Services will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Family and Protective Services.
V. OTHER SPECIAL REQUIREMENTS

Candidates selected for this opportunity may be required to physically attend meetings in Austin, TX, with minimal notice.

Candidates currently residing outside of the State of Texas, will be required to relocate to Texas, if selected for this position and the offer is accepted.

In order to assist in quickly acclimating the contractor to DFPS/ITS, they will be required to attend a virtual onboarding session and to physically pick up agency issued equipment in Austin, TX on their first day of contract. There will be additional appointments and blocks of time that the contractor will need to attend during their first week of assignment. Rescheduling of these events may result in the contractor's start date to be delayed.

Vendors must not include their company names or logos in the Workers' resumes or the workers' personal contact information.
